Position Description
This position announcement will be used to fill a full-Time, permanent, Safety Coordinator position within the Anne Arundel County Department of Public Works’ Bureau of Waste Management Services (Bureau). This position will provide technical program support for the Bureau’s solid waste facility operations and DPW’s Safety and Security program.
NATURE AND VARIETY OF WORK
Work involves responsibility for the identification of hazardous conditions and the investigation of injuries and accidents arising from county operations. Work also involves the development and implementation of programs designed to reduce risk exposure. Work is performed with independence in assigned areas of responsibility under the direction and supervision of a superior. Work is reviewed through conferences and evaluation of programs and activities for results obtained.

Conducts accident and incident investigations, as well as formal and informal safety and security inspections to identify potential hazards; prepares and recommends practical solutions to eliminate hazardous conditions.
Identifies needs for safety and security training; plans, develops, and presents training and instructional materials to a wide group of stakeholders.
Identifies hazards and shepherds them through all stages of the remediation cycle.
Is a Subject Matter Expert (SME) providing guidance and direction on regulatory and program requirements, including working with frontline employees and supervisors to co-develop work practices which meet all regulatory requirements and ensure the unit’s core deliverables are intact.
Assists in the development of safety and security policy and procedures, emergency operations plans and industrial safety plans.
Manages the implementation of policies and program elements as directed.
Advises operating units of hazardous field working conditions; stops field operations where danger is imminent.
Follows up on inspections to ensure corrective action is taken.
Organizes and coordinates protective and safety equipment programs; coordinates distribution of equipment and monitors use to ensure compliance with OSHA standards.
Meets with vendors and suppliers of safety equipment; recommends bid specifications and equipment selection.
Administers essential program elements through the management of Safety Committees and working groups.
Reviews incidents reports to determine if corrective action should be taken to eliminate the causes of incidents; interviews employees and supervisors to gather additional information and maintain safety awareness.
Recommends appropriate actions to ensure safety standards and codes are met.
Prepares and maintains required reports, statistics, and records.
Knowledge of Emergency Action Planning and ICS principles; participates in Emergency Operation planning and activities.
Performs related work as required.

Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions.
Knowledge of Federal, State, and County safety requirements, including OSHA and MOSH regulations.
Considerable knowledge of the methods, materials, principles, and practices of safety education.
Considerable knowledge of the principles of risk management and the principles of loss control and management of risk exposures common to County operations.
Ability to detect hazardous conditions, identify causative factors of accident and injuries, and to make sound recommendations for their correction.
Ability to plan, design, and implement an effective safety program.
Ability to prepare and maintain required statistics, records, and reports using various automated systems (e.g.; MS Suite-PowerPoint, Excel, SharePoint/ Word, etc.).
