Position Description

This posting will be used to fill a full-time, permanent position as the Program Manager for the Preservation Stewardship Program in the Office of Planning and Zoning.

This position is within the Cultural Resources Section and reports to that section’s Planning Administrator. This is an advanced professional and technical position in the field of cultural resources management, planning, and program management. The position is based at the County Archaeology Laboratory in Londontown and the collections warehouse in Annapolis, but duties will require remote and off-site work locations within the County. The position includes requirements for strategic planning, administrative management, community engagement, collections management, research programming, and technical oversight.

The Preservation Stewardship Program was established to promote, facilitate, and enable the preservation, discovery, and stewardship of public and privately owned cultural resources, historic structures, and archaeological sites in Anne Arundel County. The program is also responsible for the management of the County’s official repository of curated archaeological collections within the County. This is a soundly humanities-based program that seeks to raise awareness and appreciation of local heritage.

The successful candidate will have an opportunity to administer and expand the Program that operates within a local and State framework to promote and facilitate the stewardship of the archaeological and historic resources in Anne Arundel County, Maryland.

NATURE AND VARIETY OF WORK

The Preservation Stewardship Program Manager administers the research and public engagement programming for the Anne Arundel County Office of Planning and Zoning Cultural Resources Section. This position manages the operations of the County’s archaeological laboratory, ensuring efficient and effective analysis and curation of the County’s artifact collection and archaeological data. The Program Manager is responsible for the supervision of two contractual staff members who provide subject matter expertise for the implementation of these programs.

The position is responsible for the design and implementation of survey and research projects on historic properties within the County, as well as the management and curation of all County archaeological collections within the County archaeology lab. The position is also responsible for the management and promotion of public outreach and educational programs, which involves coordination with partner organizations and other County agencies, as well as volunteer and internship coordination.

The position is responsible for managing all aspects of the research and public outreach programs; providing oversight and guidance to program staff and volunteers; and assessing archaeological and historic resources for eligibility in the Anne Arundel County Inventory of Historic Places.

Examples Of Duties And Knowledge, Skills And Abilities

  • Assimilates, analyzes, and disseminates information and data about issues affecting the program, program recipients, and the general public.
  • Formulates recommendations and prepares comments or testimony to present to the council, courts, and various legislative sub-committees of the Maryland General Assembly.
  • Supervises overall personnel functions and operations, including annual evaluations, staff meetings, assignment of work, review of completed assignments, timesheet approval, leave request approval, and timely resolution of personnel issues; and supervises lower-level professionals and other employees by furnishing advice and instructions.
  • Develops and administers procurement processes, including preparing requests for proposals (RFP's), advertising, review, and evaluation of bids and proposals, contract preparation and processing, and notification of contract award; provides contractor performance oversight.
  • Plans and writes grant applications and manages grant-funded projects.
  • Maintains liaison with contractors, funding sources (e.g., State or Federal), and other government agencies to plan and design projects; reviews plans or changes and amendments to plans, and develops and implements systems for fiscal management of funds.
  • Initiates action to authorize, revise, continue, or discontinue assistance and services based on the results of reviews of the circumstances of clients.
  • Analyzes, adapts, and/or implements departmental or agency operating and administrative practices and procedures related to records management, forms used, reports generated, and various other phases of program organization and administration.
  • Maintains contacts with individuals, families, or groups to develop up-to-date information to help them explore solutions to their problems, and/or initiate appropriate and timely action.
  • Facilitates or expedites recommendations and innovative strategies to address and correct County problems and issues by providing background information and data to appropriate public and private groups, and determines ways to involve the private sector and/or business community in County efforts that will be mutually beneficial.
  • Initiates, coordinates, or contributes to such special events as workshops, professional and press conferences, seminars, and public hearings.
  • Works with the Cultural Resources Planning Administrator and Deputy Planning and Zoning Officer to compile and present the proposed operating budget; monitors the yearly budget.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Thorough knowledge of laws, rules, and regulations that apply to provisions and limitations of the program to which assigned.
  • Thorough knowledge of the principles, practices, and techniques of program development, implementation, management, and evaluation; and the laws, rules, and regulations that apply to the program to which assigned.
  • Knowledge of the general principles of procurement, contract management, and personnel administration, as required.
  • Knowledge of Federal and/or State grant funding requirements and regulations.
  • Skill in leading assigned employees, providing instruction, and reviewing their work.
  • Skill in explaining and defending ideas and positions, both orally and in writing, and in persuading individuals and groups to support assigned program activities or decisions.
  • Strong organizational and planning skills and the ability to conduct analytical studies and make recommendations concerning the effectiveness, efficiency, and productivity of assigned program(s).
  • Skill in public speaking and the ability to deal tactfully, effectively, and equitably with people.
  • Ability to attend meetings or perform work at locations outside the office if necessary.

In addition to the general knowledge, skills, and abilities for a Program Manager, specifically, for the Preservation Stewardship Program Manager, the necessary knowledge, skills, and abilities include the following:

  • Thorough knowledge of federal, state, and County laws, rules, and regulations related to archaeological investigations, architectural and historic investigations, and curation standards.
  • Ability to develop public outreach initiatives, including communications and engagement, to educate the general public about the County’s cultural resources.
  • Ability to research, produce, and present reports/publications regarding the County’s cultural resources for external and internal audiences, including County administration, department leadership, and regional stakeholders.
  • Ability to convey best practices and professional oversight, in support of staff, volunteers, interns, students, and citizens participating in OPZ/CR-sponsored research and archaeological projects;
  • Knowledge of the region's historic and archaeological resources, familiarity with common archival resources, strong artifact knowledge (both identification and curatorial needs), and a thorough understanding of heritage themes;
  • Ability to work both independently and as a member of a team.
  • Skill in the use and application of office technologies such as the Google platform and ArcGIS.

Minimum Qualifications

Education: Graduation from an accredited four-year college or university.

Experience: Four (4) or more years of experience in a program/specialization area directly related to the assignment of the position.

Note: Program/specialization area is defined as experience conducting historic, archival, and archaeological research in the region.

  • Master’s Degree in Archaeology, Anthropology, Historic Preservation, or related field from an accredited university.
