Job Summary:
The Property Manager for Celtic Property Management, LLC. will develop, coordinate, and supervise the onsite management staff of his/her multifamily community for the company in a manner consistent with established policies and procedures, under the direction of the Regional Manager. The Property/ Community Manager is fully accountable for all property operations, overseeing and enhancing the value of each property.
The Property Manager must maintain a professional and courteous manner with residents, visitors, contractors and fellow employees. One must have the ability to follow oral and written instructions from executive management, have a strong work ethic, be a self- motivator and be able to maintain effective and cooperative working relationships.

Job Responsibilities:
- Lead and supervise onsite staff, with the objective of developing their skills, knowledge base and boosting morale. Provide support to staff to encourage teamwork and lead by example in creating a harmonious environment.
- Monitors and ensures adherence to all policies and procedures related to compliance with Fair Housing, LIHTC, Section 8, and HUD, working closely with Director of Compliance to ensure compliance is maintained throughout the portfolio.
- Lead and manage the preparation of the annual budgets and ensure a high quality, accurate and timely product.
- Review and monitor performance of property budgets, variances, etc. and prepare monthly financial packages including a summary of variances. The P&L must be reviewed weekly to ensure the property is operating within budget.
- Interview and recommend all new hires for on-site positions within the assigned property.
- Develop a full understanding of company policies and Employee Handbook. Ensure that all members of management are held accountable to these policies and procedures and are also holding their onsite staff accountable.
- Perform weekly/daily site assessments to assess curb appeal and the general condition of the property and discuss items with management and maintenance staff. Preparation of Property Action Plans as necessary.
- Maintain purchasing and approval guidelines with respect to vendor invoices and new vendor hires. Responsible for approving Unbudgeted Expenses (UBE’s) up to $500 and ensuring proper signatures are obtained for amounts exceeding $1,500.
- Collect and review market surveys, specific to each property, and discuss lease rates and specials as needed. Submit Rent and Concession Approval Forms to the President based on the needs of the property.
- Maintain community appearance and ensure repairs are noted and completed on timely basis. This requires regular community inspections and tours. The Community Manager will perform work order call backs and general inspections of closed work orders totalling 5% per month.
- Ensure all monthly close out processes are followed and all appropriate steps were taken during the close out process at the property level.
- Monthly discussion with the Regional Manager regarding general operational review of assigned property to ensure occupancy and financial goals are being met each month. The Community Property Manager will be evaluated on how well the asset is performing and is directly responsible for exceeding the monthly and yearly budgeted NOI of the asset.
- Review and follow-up on monthly lease audits for properties within his/her community and ensure corrections are made in a timely and accurate manner.
- Ensure all turn units are of quality and quantity status.
- Ensure models/ mini models, market ready apartments, and tour routes are walked daily and communicate any service-related needs, in addition all service requests are recorded and communicated appropriately to maintenance.
- Responsible for resolving resident relation issues and escalated complaints in a timely manner.
- Must be available to work evenings and on weekends according to the business needs of the company and for emergencies.
