\nOverview:
The CDC Foundation is seeking a mission-driven Lead Doula to support the Kentucky Rural Health Transformation Program (RHTP). Kentucky’s RHTP launches five interrelated programs designed to build rural health infrastructure and provide sustainable, long-term improvements. This plan directly supports Kentucky’s rural counties while advancing statewide impact through innovation, technology-enabled care and strengthened workforce recruitment pipelines for both clinical and non-clinical staff. This strategy will help build a resilient, integrated and technology-forward health system across the Commonwealth. PoWERing (People who Work for Engagement and Resilience) Maternal and Infant Health is one of these programs and aims to expand timely prenatal and postpartum care by deploying telehealth-enabled maternal care teams who will serve maternity-care deserts and high-risk regions, to help mothers and infants receive seamless, high-quality support.
The PoWER Lead Doula will bring strong expertise in community-based birth support, doula workforce development, and maternal and infant health service delivery to the PoWER Program, along with the ability to build trust, and bring individuals together around shared goals to support effective program development and implementation. This role will also provide strategic and operational guidance on the integration of doulas into the PoWER care model, support alignment across site-based doula activities, and inform program improvements based on doula workforce needs and implementation experience. Additionally, the PoWER Lead Doula will contribute to efforts to strengthen the broader doula workforce infrastructure in Kentucky, including efforts to support the launch of an independent professional doula organization.
Required Qualifications:
- All PoWER Doula competencies obtained
- HIPAA training/certification
- Antepartum, Intrapartum, and Postpartum Doula experience
- Expertise in healthcare collaboration
- Leadership experience
- Microsoft proficiency
- Strong written and oral communication skills
Preferred Qualifications:
- Bachelor's degree preferred
- Experience in rural healthcare preferred
Responsibilities:
- Serve as the primary liaison between pilot site-based PoWER doulas and the PoWER Program Team.
- Participate in the design and ongoing refinement of the PoWER program, including doula workflows, implementation approaches, and standard operating expectations.
- Partner closely with the Program Team’s Medical Director, Lead Nurse, Lead CHW, and Lead Peer Support Specialist to support coordinated program design, implementation, and achievement of PoWER outcomes.
- Coordinate with pilot site PoWER doulas on a regularly scheduled basis to support consistent application of the PoWER model across sites.
- Conduct site visits with each PoWER Team at least once per quarter to support implementation, gather feedback, and identify opportunities for improvement.
- Elevate barriers to care and implementation challenges identified by PoWER site doulas to the Program Team for resolution and follow‑up.
- Use emotionally intelligent communication skills to support collaboration, shared problem solving, and alignment across teams.
- Collect, review, and analyze data from PoWER sites, as appropriate.
- Support development of ongoing education, guidance materials, and shared learning opportunities for PoWER doulas, including developing resources to help doulas navigate PoWER workflows while maintaining their distinct role as community-based, non-clinical birth support professionals.
- Participate in hiring and personnel evaluation processes, as appropriate.
- Support doula workforce development efforts, including standing up a formal professional organization and strengthening training, recruitment, retention, and support structures for doulas across Kentucky.
- Serve as a resource to the PoWER Program Team and the Workforce Lead on doula workforce considerations, emerging challenges, and opportunities to strengthen integration into care teams.

Roles and responsibilities listed above may be expanded upon or updated to match priorities and needs, once written approval is received by both the CDC Foundation and Kentucky Department for Public Health in order to best support the Kentucky Department for Public Health in their public health programming.
This position is currently a hybrid position. CDC Foundation retains the right to make adjustments to this as required.
