JOB PURPOSE:

The Paving Foreman plans, coordinates, and executes assigned paving work while leading the field crew to ensure safe, efficient, and high-quality operations. This role oversees crew members, monitors labor and equipment productivity, and must be able to safely operate all paving equipment as needed to maintain workflow and support project success. The Foreman is also responsible for coordinating labor, materials, subcontractors, and direct cost information to help control fixed-price contract risk and keep projects on schedule and within quality standards.

 

ESSENTIAL FUNCTIONS:

  • Complete work as assigned by the Superintendents
  • Adhere to principles set out in the Operations Manual and the Team Member Handbook; ensure direct reports do as well
  • Ensure all personnel (including self) on the jobsite are wearing proper PPE
  • To plan and execute work, the Paving Foreman must:
  • Identify actions and timing to bring the project to completion by understanding the scope in discussion with the Superintendent
  • Secure tools, equipment, and materials to complete the Paving
  • Ensure that all maintenance is complete on a current basis on the Paving equipment
  • Ensure all equipment on the Pave crew and slip tanks are full every evening, and the crew truck has supplies for the crew (ex, stakes)
  • Survey the site and lay out the project (marking, paint, and sterilant)
  • Assign work and tasks to individual crew members; participate in actual task discharge for high labor productivity to meet or beat scheduled work hours, timeliness, and quality goals
  • Flag or sign job sites to ensure crew safety
  • Oversee the execution of the work to ensure all Paving is done according to the Superintendent’s directions
  • Responsible for getting the crews started in an orderly and timely manner each morning
  • Identify problems that may adversely impact goal attainment on quality, timeliness, and cost; resolve problems within the original scope of work
  • Identify Change Orders, especially in respect of the scope of work; alert the Superintendent of the need; the Superintendent will negotiate the Change Order, including pricing, and sign before execution of any work
  • Maintain good relationships with the contractors, owner, or their authorized delegates
  • Complete the Construction report daily, ensuring accuracy of time for laborers and materials are accurately recorded for job costing and inventory; turn in all paperwork at the end of the day
  • Responsible for equipment, material, and personnel under his jurisdiction
  • Issue verbal and written work orders to the work crew as needed to carry out tasks necessary for project completion
  • Secure safe storage of equipment, materials, and tools to prevent loss, accidents, and theft
  • Responsible for extensive reporting functions, which trigger billing to customers, payments to employees, suppliers, and vendors; timecards; and daily construction reports
  • To be a successful supervisor:
  • Maintain harmonious relationships with and between crew members
  • Maintain a professional attitude and performance in accordance with the established personnel policies
  • Comply with Team Member Handbook and Corrective Action Policy and ensure direct report Team Members comply; record and report disciplinary issues; report them to the Superintendent; may recommend discharge of employee
  • Praise Team Members if the productivity and zero defects are achieved
  • Lead by example and enforce employee adherence to Company policies
  • Complete Task and Duty lists for each direct report Team Member; train employees to perform their tasks
  • Supervise the crew so that every member is doing tasks to contribute to the timely completion of the project
  • Continual improvement through mentoring, coaching, and training all crew members to achieve a highly efficient team
  • Listen and evaluate suggestions from Team Members; give them feedback on their suggestions
  • Conduct Team Member Performance Evaluations in accordance with the established personnel policies
  • Ensure on-site planning and complete execution on time; quality at or below schedule costs on all projects
  • Immediately report all injuries to Management
  • Perform any other tasks and duties assigned by the Superintendent
  • Comprehend and perform all duties in accordance with safety rules and regulations; obey all DOT regulations

 

PHYSICAL REQUIREMENTS IN ORDER TO PERFORM ESSENTIAL FUNCTIONS:

  • The senses of sight, speech (English), and hearing
  • Dexterity and agility in all four limbs
  • Some sitting, walking, and climbing
  • Some rotation of head and torso; reaching, grasping, bending, and flexing arms, legs, wrists, and fingers
  • Lift materials and packages weighing over 100 pounds


MENTAL REQUIREMENTS IN ORDER TO PERFORM ESSENTIAL FUNCTIONS:

  • Read and understand printed materials and/or means to compensate for such
  • Comprehend and consistently perform the safety functions of the essential functions
  • Comprehend reasonable instructions and plan steps to carry out essential functions with minimal supervision
  • Ability to make quick decisions that affect equipment placement and performance
  • Ability to compute basic math formulas
  • Ability to enter data into periodic reports in written format or basic arithmetic
  • Space conceptualization abilities
  • Ability to read drawings and develop quantified information


QUALIFICATIONS IN ORDER TO PERFORM ESSENTIAL FUNCTIONS:

  • High school diploma or equivalent
  • Valid driver’s license
  • 5 years of experience, including 2 years in a supervisory capacity
  • Field experience with Paving or Grading and familiarity with equipment
  • Excellent verbal and written communication
  • Ability to supervise direct reports, measure productivity, and motivate for maximum productivity
  • Knowledge of site preparation, excavating techniques, paving, and compaction, as applicable

 

NON-ESSENTIAL FUNCTIONS:

  • Perform all other duties and responsibilities as assigned

 

ENVIRONMENTAL:

  • Field environment on construction sites, subject to weather conditions
  • Mobile equipment; slip/fall hazards

 

PERSONAL CONDUCT:

  • Interacts courteously and respectfully with coworkers
  • Interacts professionally with customers and visitors
