JOB SUMMARY: Direct and manage early childhood professional records development, and to direct and carry out a wide array of Northern Lights registry systems functions
ESSENTIAL FUNCTION:
- Oversee Northern Lights processes related to the creation, retention, use, and security of records for early childhood and afterschool professionals (including professional development registration and attendance, transcripts, career ladder level certificates, credentials, etc.)
- Provide supervision to Northern Lights Registry team, including assigning and reviewing work, providing instruction, training, and troubleshooting support, coordinating team activities, and resolving operational issues to ensure efficient and effective operations.
- Plan, implement, administer, monitor, and evaluate all of the specific functions and services of assigned areas of responsibility pertaining to records for early childhood and afterschool professionals, advising, and appeals processes, including operating policies, procedures, processes, and systems. Develop and modify policies and systems in accordance with Northern Lights needs and objectives as well as external regulations.
- Serve as a member of the Northern Lights Leadership Team to effectively guide the work of the professional development system.
- Confer regularly with the Northern Lights Director, Northern Lights Curriculum Manager, and other College personnel to plan, coordinate, and evaluate policies/systems/activities, exchange information, interpret policies, investigate and resolve problems, etc.
- Interpret and enforce a wide range of policies and regulations related to records for early childhood professionals, in concert with the Child Development Division.
- Carry out a variety of key planning tasks, including processes for data integration into the State’s identified workforce registry, regular planning in concert with the Child Development Division regarding shared workflow and messaging, etc.
- Coordinate and direct the preparation and issuing of Northern Lights certificates and credentials.
- Monitor all records collection, maintenance, and distribution systems as relates to the Northern Lights Registry Team on a continuing basis; modify systems as appropriate to correct problems or improve system security and/or efficiency while working to limit disruption or confusion in the early childhood field due to changes in processes and procedures.
- Serve as implementation lead for Northern Lights instance of Slate and other relevant Northern Lights data systems. 80%
- Support a wide range of Northern Lights and institutional research, involving the compiling and analysis of current, projected, and historical data on enrollment, demographics, and other data for early childhood and afterschool professionals. Prepare a wide variety of internal administrative / management reports, including policy and programmatic recommendations based on research findings.
- Serve as Vermont state representative to the National Workforce Registry Alliance.
- Keep abreast of current developments in workforce registries and other systems related to assigned functions. 20%
Supervisory Responsibility: Functional and administrative supervision of 4-6 staff members.
Supervision Received: Direction is received from Northern Lights Director
MINIMUM QUALIFICATIONS (Education, Experience, Knowledge, Skills and Abilities)
Bachelor’s degree in an appropriate discipline required (Master’s degree preferred), plus four to six years of leadership experience in records management or data systems, or a combination of education and experience from which comparable knowledge and skills are acquired. Demonstrated experience supervising staff members is required. Knowledge of and experience with early childhood and afterschool systems in Vermont preferred.
Knowledge, Skills and Abilities:
- Ability to work collaboratively across Northern Lights and across CCV administrative and academic offices, as well as represent Northern Lights and CCV around registry issues
- Strong interpersonal and communication skills
- Strong planning, organizational, and administrative skills with the ability to manage multiple priorities and projects
- Proven competency in database design and management, including ability to manage workflow for multiple team members in disparate locations
- In-depth understanding of organizational and governance structures
- Ability to think creatively and analytically regarding system process and design
- Ability to supervise and lead a team, including assigning work, providing guidance, and supporting staff development
- Ability to communicate effectively with trainers, facilitators, early childhood professionals, and a wide number of agencies, organizations, and individuals outside of the college
Typically, this position is scheduled for 40 hours weekly. The budgeted wage for this position is $57,252 annually.
