Position Overview
The Cayuga Nation is seeking a motivated, community-focused Recruiting & Workforce Development Specialist to lead full-cycle recruitment efforts while building strong talent pipelines through internship programs, school partnerships, and community outreach.
This role serves as a forward-facing representative of the organization, actively promoting employment opportunities and strengthening workforce development initiatives. The position plays a key role in connecting the Nation with local schools, colleges, and community partners to develop sustainable recruitment pipelines and support long-term workforce growth.
Key Responsibilities
Full-Cycle Recruitment
- Manage full-cycle recruitment including job postings, sourcing, screening, interviewing, and hiring coordination
- Partner with department leaders to identify staffing needs and develop targeted recruitment strategies
- Maintain and update job descriptions to ensure accuracy and alignment with operational needs
- Ensure a consistent, professional, and compliant hiring process across all departments
- Track and report recruitment metrics including time-to-fill, pipeline activity, and hiring progress
Internship & Early Career Program Development
- Develop, implement, and manage internship and early career programs
- Build structured internship experiences aligned with workforce needs and organizational goals
- Partner with leadership to identify internship and apprenticeship opportunities across departments
- Support onboarding, mentorship, and development experiences for interns and early career participants
Community Outreach & Workforce Development
- Serve as a forward-facing representative of the organization at schools, colleges, and community events
- Build and maintain relationships with high schools, colleges, and workforce development organizations
- Coordinate and participate in career fairs, recruiting events, and community outreach initiatives
- Conduct presentations and on-site visits to promote career pathways and employment opportunities
- Develop partnerships that create long-term, sustainable talent pipelines
Employer Branding & Talent Attraction
- Promote the organization as an employer of choice through community engagement and outreach
- Assist in developing recruiting materials, job postings, and outreach messaging
- Support employee referral programs and other talent attraction strategies
- Represent the organization in a professional and consistent manner in all public-facing interactions
Onboarding & Candidate Experience
- Coordinate onboarding processes to ensure a smooth and positive new hire experience
- Maintain communication with candidates throughout the hiring process
- Partner with HR to support employee engagement from offer acceptance through onboarding
Compliance & Documentation
- Ensure all recruiting practices comply with applicable employment laws and organizational policies
- Maintain accurate and confidential candidate and hiring records
- Support consistent hiring practices across all departments
Qualifications
- Associate’s or Bachelor’s degree in Human Resources, Business, or related field (or equivalent experience)
- Minimum of 2 years of experience in recruiting, HR, or workforce development
- Strong communication and relationship-building skills
- Ability to manage multiple priorities independently in a fast-paced environment
- Comfortable presenting to students, community groups, and external stakeholders
Preferred Qualifications
- Experience working with schools, colleges, or workforce development programs
- HR certification (PHR, SHRM-CP, or similar)
- Experience with HRIS or applicant tracking systems such as ADP Workforce Now
- Experience in multi-site, governmental, tribal, or community-based organizations
