Role Overview
The Property Manager is responsible for overseeing all daily community operations--including compliance, maintenance, resident relations, financial performance, team leadership, and regulatory readiness--to ensure a well‑managed, fully occupied, compliant, and high‑performing community.

Job Responsibilities
  • Responsible for the overall operations of the community to ensure its successful day-to-day operations. This includes ensuring the community is well-managed, maintained and remains compliant with regulatory organization and investor requirements. Responsible for monitoring key performance indicators (KPI's) such as occupancy, rent collections and other operational metrics within acceptable levels as established by CCAC. Fosters a sense of community between residents, on-site staff and other CCAC team members. Able to respond to emergencies as needed, after hours and/or on weekends.
  • Inspect community grounds, common areas and hallways daily. Monitor and approve the make-ready status of vacant units. Work with maintenance to ensure readiness for all community inspections, site visits and reviews by regulatory agencies (e.g., HUD, IHDA, City of Chicago, REACH). Routinely coordinate and work with maintenance staff to ensure the property as a whole and the dwelling units meet physical inspection standards. Recommend expenditures within the community's spending plan for repairs, replacements and/or major improvements. Coordinates weekly meetings and tracking completion of work orders. Handles emergencies promptly, notifies their respective team and/or impact area lead and submits community incident reports timely. Oversees community key and access control systems.
  • Maintain strong relationships with all residents by being approachable and sensitive to the needs of a diverse community. Adhere to Fair Housing, Equal Employment and Equal Housing Opportunity requirements. Coordinate with community staff to ensure resident complaints are addressed professionally and promptly. Attend and participate in activities, meetings, events, organizations to conduct outreach, establish networks and promote the public image of the community. Maintain full occupancy and manage the marketing, outreach, move-in, re-certification, interim and move-out processes. Adhere to CCAC's rent collection policy and act timely to address delinquent rent. Prepare and submit reports timely as required by CCAC, investors or regulatory agencies. Ensure account payable invoices for the community are submitted timely for payment and account for petty cash funds accurately. Assist in the preparation, monitoring, and control of the community's spending plan. Properly maintain all physical and electronic community files in accordance with CCAC (Catholic Charities of the Archdiocese of Chicago), investor and regulatory organization standards.
  • Collaborate with internal stakeholders as needed.
  • Lead and develop the team by setting clear goals and expectations, monitoring performance, and providing regular feedback and guidance. Inspire team excellence by modeling accountability, collaboration, and solution-oriented thinking, and ensure team members are supported, empowered, and high-performing while fostering a positive, purpose-driven culture.
  • Develop staff capability through ongoing training, mentorship, and professional development opportunities. Cultivate a culture of continuous learning, feedback, and improvement to strengthen team engagement, retention, and impact.

PLEASE NOTE: Essential functions include all other duties and responsibilities as assigned.

Education and Experience Requirements:
Minimum
  • Associate's Degree (AA) in a related field of study; or equivalent and relevant experience may substitute 3-5 years relevant experience
  • Knowledge of Housing Regulations (HUD, IHDA, REACH, MOR).
  • File and Document Management.
  • Experience with staff supervision, coaching, conflict resolution, team-building, time management, prioritization, and excellent verbal and written communication.
Preferred
  • Bachelor's Degree in Arts/Sciences (BA/BS) in a related field of study 5 years relevant experience
  • Professional, courteous, and committed to providing exceptional service. Strong conflict resolution and mediation abilities.
  • Proficient in Microsoft Office Suite.
  • Strong problem solving and mathematic skills. Exceptional attention to detail and accuracy in all work.
  • Proven ability to maintain precise records, manage multiple priorities, and demonstrate strong organizational skills.
  • Clear and effective verbal and written communication skills, with particular strength in conveying funding guidelines and preparing resident notices.

Certifications and Licensure
  • Minimum Must obtain NCHM Certified Occupancy Specialist certificate within 18 months.
  • Preferred NCHM Certified Occupancy Specialist (COS) IREM - Accredited Residential Manager (ARM) or equivalent industry recognized designation.
