What are the responsibilities and job description for the Regulatory Affairs Director position at Cascade Natural Gas?

Responsible for developing, recommending and carrying out company objectives and policies with respect to relationships with regulatory commissions, rate structure, pricing policies and securing adequate revenues to cover the costs of regulated service including a reasonable return on equity. Responsible for directing the regulatory functions in accordance with regulatory requirements and in accordance with regulatory techniques and practices appropriate within the natural gas and electric industries including filing and presenting expert testimony to support the company position and withstanding cross-examination thereof. Represent the company before the regulatory Commission(s) in forums other than formal hearings. Responsible for placing safety as #1 priority in day-to-day work routine for self and others. 


This position supports the regulatory function for both Cascade Natural Gas Corporation and Intermountain Gas Company



MINIMUM QUALIFICATIONS

  • Bachelor's degree in accounting, Business, Economics, Finance, Engineering or related field; and
  • Ten year’s progressively responsible regulatory experience in the utility or pipeline industry; and
  • Prior leadership experience required.

OTHER REQUIREMENTS

  • Must take all measures necessary to protect networks, devices, programs and data from cyber-attack, damage or unauthorized access.
  • Must be legally authorized to work in the United States, no sponsorships considered.
  • Subject to pre-employment drug testing and background checks.
  • Required to maintain a valid driver's license.

JOB RESPONSIBILITIES 

  1. Develop, recommend and carry out company objectives and policies with respect to rate structure, pricing policies and securing adequate revenue requirements. Implement fair and equitable pricing and service policies in accordance with applicable statutes, rules and regulations.
  2. Develop, file and present expert testimony to support the company position in matters before the federal and state regulatory commissions and legislative bodies and withstand cross-examination thereof. Represent the company before the regulatory commissions in forums other than formal hearings. Represent the company's interests in rate related negotiations with various customers, regulatory commissions and their staff members, and interveners.
  3. Establish and maintain contact with the various regulatory agencies so that they are adequately informed about company policies and practices that relate to customer rates and services.
  4. Conduct independent research to keep abreast of changing trends and new developments affecting the industry and make appropriate policy recommendations to management relative thereto.
  5. Direct the customer support and communication with customers and regulators related to regulatory matters.
  6. Establish and maintain contacts with appropriate company personnel on all regulatory related matters
  7. Performs other tasks and special projects as assigned.
