- Bachelor’s degree with major in accounting or related field
- Minimum of five years progressively advancing experience in the accounting field with at least one year of supervisory experience
- New Mexico School Business Official’s License or ability to obtain upon employment
- Knowledge of New Mexico school finance, budgeting and accounting requirements
- Strong communication, public relations and interpersonal skills
- Strong analytical skills; ability to review, interpret/evaluate and reconcile financial data
- Proficient in the use of information technology, including Infinite VISIONS (financial management system), MS Office software (emphasis on EXCEL) and PED/OBMS (NM Public Education Department/Operating Budget Management System)
- Ability to interpret and apply federal and state regulation, policy and procedure
- Ability to manage internal control systems within the District
- Supervises the day-to-day operations of the Finance Department, including the payroll, accounts payable, banking services, accounts receivable and travel units.
- Oversees the Internal Control process to ensure the accuracy of transaction processing including the verification of pay amounts, account coding, budget availability and payment authorizations.
- Supervises the standard accounting procedures required for creating a complete and accurate audit trail of transaction documentation.
- Oversees the maintenance and retention of all financial documentation; maintains all financial records and continuous audit program.
- Manages the Budget Adjustment Request (BAR) approval process at the Local Board and State level via PED/OBMS.
- Manages the monthly, quarterly and annual closing and verification of all financial records and general ledger postings.
- Provides training activities for district employees assigned finance related responsibilities at school/department sites.
- Maintains a courteous and effective work relationship with district personnel and the public.
- Manages the Inspection of Public Records function for the District.
- Assists with the annual District Audit and all other program reviews initiated by oversight agencies.
- Serves in the capacity of department head during the absence of the Director of Finance.
- Performs other duties as necessary to ensure the goals and responsibilities of the Finance Department are met.
- Supervises the tracking of discrepant information to its source and initiates the appropriate corrective action, including the preparation of all necessary correcting journal entries.
- Oversees the annual financial system rollover process required for beginning of year set-up for all system modules and users.
- Maintains accountability over the reconciliation of all district bank accounts and investments.
- Manages the reporting requirements, processing and collection of all PED/OBMS Requests for Reimbursement.
