Director of Compliance

GENERAL SUMMARY:

Caritas Management Corporation (CMC) requires a strategic and experienced Director of Compliance. This senior leadership role oversees compliance, occupancy guidelines, and regulatory requirements across CMC's affordable housing portfolio. The Director is responsible for minimizing vacancy losses through the implementation of highly effective applicant pre-screening systems. This position drives systemic improvements to compliance reviews, provides high-level leadership to multiple specialized teams, and directs the integration of compliance processes into property management software to ensure alignment with complex local and federal programs. The Director of Compliance reports directly to the President of CMC.

ESSENTIAL JOB FUNCTIONS:

• Team Leadership: Provide strategic direction and direct management for the Quality Assurance team, the Affordable Compliance team, and the Inclusionary Housing Compliance team.
• Process Optimization: Identify, develop, and implement continuous improvements to compliance review processes, standard operating procedures, and workflows.
• Systems Integration: Lead the architectural build-out and optimization of the compliance program within Yardi software.
• Regulatory Oversight: Ensure strict portfolio-wide compliance with Fair Housing regulations, Section 8 guidelines, LIHTC, Local San Francisco programs, CoC (Continuum of Care), HSH (Homelessness and Supportive Housing) programs, and other regulatory agency programs.
• Auditing: Conduct and oversee regular internal and external audits of properties to verify adherence to all legal and regulatory standards.
• Policy Development: Develop, implement, and enforce robust policies and procedures related to organizational compliance.
• Training & Support: Provide leadership, comprehensive training, and ongoing support to staff regarding complex compliance issues.
• Cross-Functional Collaboration: Guide the Compliance Manager and property management teams to proactively address, mitigate, and resolve compliance-related concerns.
• Agency Liaison: Serve as the primary point of contact and negotiate with regulatory agencies to resolve high-level compliance matters.

KNOWLEDGE/SKILLS REQUIRED:

• TCOS/COS certification required.
• 5 years of progressive leadership experience in affordable housing compliance, including direct oversight of compliance teams.
• Extensive experience with rent calculations, income limits, and compliance auditing.
• Deep expertise and working knowledge of LIHTC, Local San Francisco programs, CoC, and HSH programs.
• Strong knowledge of Fair Housing regulations, HUD, BMR, and Section 8 programs.
• Proven experience building out, implementing, or optimizing compliance programs within Yardi.
• Exceptional communication, strategic planning, and leadership skills, with the ability to manage and mentor multiple departments.
