General Summary
Under the direction of the Regional Manager (RM), the Regional Manager Assistant (RMA) supports the daily operations of a designated portfolio of affordable housing communities managed by Caritas Management Corporation (CMC). This role is vital in ensuring strict compliance with all affordable housing regulatory agreements, implementing CMC policies, and guiding on-site staff to uphold the highest possible property management standards.
Essential Job Functions
Operations & Compliance
- Assist the RM with monthly, quarterly, and yearly billing, financial reporting, and ongoing monitoring.
- Implement rental rates, process rent increases, and enforce collection procedures in line with established policies.
- Collaborate with CMC’s Accounting Department on financial matters and ensure timely submission of approved on-site staff timesheets.
- Maintain an organized system for property and resident files, assisting in monthly reviews to guarantee compliance with program regulations.
- Ensure strict compliance with Fair Housing Laws, Occupancy Guidelines, and all local, state, and federal regulations.
- Assist in developing and implementing annual Management Plans and CMC Standard Operating Procedures.
Property & Physical Assets
- Prepare properties for regulatory inspections and identify health and safety items.
- Ensure full property compliance with ADA and Section 504 requirements.
- Manage on-site staff through scheduled and unscheduled periodic site visits.
- Assist in preparing competitive bid packages and reviewing specifications in accordance with CMC procedures.
- Implement general, preventative, and emergency maintenance programs while maintaining current safety and emergency plans.
- Review on-site key control procedures and maintain necessary property insurance coverage.
Occupancy & Resident Services
- Review weekly status reports and ensure strict compliance with Resident Selection Criteria and waitlist procedures.
- Prepare resident profiles, assist with resident evictions, and work closely with legal counsel to investigate complaints.
- Participate in resident events and maintain relations with community services agencies and affordable housing groups.
- Promote professionally balanced relations among residents, staff, vendors, and the community at large.
Team Leadership & Professional Development
- Supervise, motivate, and identify training needs for on-site staff to promote professional development.
- Promote CMC's safety goals and actively work to ensure a safe working environment.
Knowledge & Skills Required
- Associate's degree (or equivalent certification), Bachelor's degree, or four years of affordable housing management experience combined with two years of personnel/project management experience.
- Direct experience with HUD, Tax Credit, or other low-income housing programs is highly preferred.
- Proficiency in Microsoft Office (Word, Excel, Outlook) and the Yardi property management system.
- Excellent strategic planning, forecasting, and deductive reasoning skills.
- Strong oral and written communication skills to effectively convey information to staff and residents.
- Advanced conflict resolution and de-escalation skills to handle situations diplomatically and professionally.
Physical Requirements
- Ability to work in a standard office environment, which includes prolonged sitting, continuous use of a keyboard/mouse, and viewing computer screens.
- Frequent travel required between indoor office environments and outdoor site visits, including potential travel to other CMC locations.
- Ability to perform physical tasks during site visits, including occasionally lifting 15-30 pounds, pushing 20 pounds, climbing ladders, walking on uneven ground, and withstanding heights up to the number of stories in a building.
- Ability to interact professionally and effectively with individuals from diverse backgrounds to problem-solve difficult situations.
Salary : $60,000 - $70,000
