Project Estimator
The following services are to be provided:
Leasing Support - Cost Estimation: Provide initial cost estimates to establish the project budget, to determine funding needed to fully execute the project.
Design Support - Cost Estimation: Provide cost estimates, and / or Fair and Reasonable (F&R) evaluations of A/E cost estimates.
Construction Support - Cost Estimation: Provide cost estimates, and / or Fair and Reasonable (F&R) evaluations of GC Bids and change orders.
Cost Estimator Services: As requested by the Project Manager
- Provide initial cost estimates to establish the project budget, to determine funding needed to fully execute the project.
- Provide cost estimates based on 50% Design Intent Documents.
- Review and compare the government cost estimate and the Lessor
- provide cost estimate based on 100% DID’s.
- Work with Project Manager to determine need to increase project budget based on estimated value at 100% DID’s.
- Provide evaluation of the General Contractor’s Construction bids.
- Provide verification the Broker PM has provided the Tenant Improvement Cost Summary (TICS Table) template to the lessor.
- Provide independent cost estimates and evaluations of the TICS Table. The TICS Table evaluations shall include analysis of construction trade elements and subcontractor bids as well as provide review and comment on shell, TI, and BSAC cost delineation.
- Negotiate fair and reasonable costs for TI work.
- Evaluate the bids for proper division of regular time and overtime construction costs.
- Provide change order review, cost estimates, and evaluations on all RFPs.
- Cost Estimator may be required to visit sites as needed to support the efficient flow of the project.
- Attend meetings with the Developer/General Contractor and Tenant to discuss details, negotiations, and value engineering if necessary.
- Perform cost research for government Requests for Proposals.
- Provide analyses of scopes and value engineering ideas for government’s consideration.
The Project Estimator will develop independent government estimates (IGEs), pre-negotiation objectives(PNOs), Feedback Memorandums, and Post Negotiation Memorandums (PNM). The successful candidate will support multiple interior build-out projects up to 500,000 square feet, as well as ad hoc projects, which may include a myriad of disciplines including civil, electrical, and mechanical.
Duties include:
- Working on-site and remote.
- Defend cost estimates in negotiations.
- Managing multiple assignments and delivering results with minimal oversight.
There are three (3) main categories of projects in which estimates are required:
- Major Project (greater than $ 15 M in value): One (1) Major Project estimate per every two (2) weeks.
- Mid-size Project ($1 M - $ 15 M in value): Six (6) Mid-size Project estimates per every one (1) week.
- Minor Project (less than $1 M in value): Eight (8) Minor Project estimates per every one (1) week.
There are five (5) types of estimates required for each category of project listed:
- Benchmark estimates of Shell and Tenant Improvement (TI) cost prior to issuance of the Occupancy Agreement (OA) and the Solicitation For Offers (SFO).
- Estimates of Shell and Tenant Improvement (TI) cost for the Occupancy Agreement (OA).
- Estimates of cost for Building Specialty Amortized Costs (BSAC) and A11.
- Estimates of TI cost at receipt of Offers.
- Estimates for change orders during the construction or ‘fit-out0 stage of the lease.
