This is role is to underpin the culture of accountability at CARE, and to ensure that our programs are safe and prevent sexual harassment, exploitation and abuse. The post holder reports to the Director of Safeguarding and PSHEA, the post also has strong links to program and gender justice work, the post holder will have a strong background in program design, and the program cycle, and must be able to work across CARE teams and departments ensuring a joined up approach across disciplines. Convening and coordinating with key stakeholders and experts across the organisation. The post holder is a technical expert and specialist in mainstreaming safeguarding and PSHEA principles into programs, designing and testing tools to be used and adopted across a number of types of programs including emergency response, gender, livelihoods, education and health, taking responsibility for ensuring that CARE offices are actively engaged in preventing sexual harassment exploitation and abuse through good program design and awareness, and that design and delivery of effective community based complaints and feedback mechanisms is in place. The post holder is responsible for ensuring that safer programming is adopted across CARE USA and country offices and that the right people are convened across the organization to ensure that this happens in a coordinated way. Approaches must be consistent with CARE’s Core Values. This is a global role and (40%) travel is a key aspect of this role. The post holder is required to travel to locations of humanitarian disaster and conflict as part of this role and should be willing and able to do so. This position is an Acting role for 1 year. JOB RESPONSIBILITIES Mainstreaming Safeguarding and PSHEA into Programs Globally The main responsibility of this post holder is to lead on the strategy for mainstreaming safeguarding principles and good practice into programs, and then to deliver the strategy in coordination with internal stakeholders and country offices. The delivery plan shall include awareness raising and development of tools and guidance, face to face training and awareness raising, testing and monitoring approaches, and ensuring that Safeguarding and PSHEA is appropriately embedded and funded in project and program proposals. Working in partnership with others across disciplines to achieve success in this area. Embedding Safeguarding and PSHEA into Program Design Lead the development and communication of systems processes and tools to ensure that good safeguarding practices are designed into CARE’s programs, working with key stakeholders to ensure that these are embedded, and that the design is as safe as possible and protect the most vulnerable from sexual harassment exploitation and abuse. Ensuring that risks are analyzed as part of the program design process and that these are mitigated at each stage of the program cycle. Survivor Support Services Lead the design, development, commissioning and roll out of survivor support programs for community members that have been subject to sexual harassment exploitation and abuse by CARE staff or related personnel. Learning from other organizations in the sector and adopting best practice in this area. Monitoring, Evaluation and Learning In partnership with the CARE International Safeguarding Coordinator and MEAL colleagues, design project monitoring and evaluation tools to ensure that Safeguarding measures in project and program design are effective at keeping people safe. Development of Internal and External Networks Working in partnership and across disciplines is essential for the success of this role the post holder shall build networks and engage internally with key stakeholders building credibility and influencing behavior change. The post holder shall also develop partnerships with implementing organizations to drive the sectors work in this area. Building Partnerships at Country Office Level Development of a country office Safeguarding and PSHEA Focal point network (with a specific focus on mainstreaming into programs), mentoring and developing the skills of program staff across our country offices in order to support this important work. Required Qualifications: - Expert in mainstreaming Safeguarding into program design in International NGO context - Master’s degree of education or equivalent - 5 years’ experience of program design (program cycle) in humanitarian and development context - Excellent training coaching and facilitation skills - Project management skills and qualification (desirable) - Technical skills and knowledge in PSHEA and Safeguarding - Expertise in program design and monitoring (Program cycle) - Ability to run a number of complex processes and projects at the same time, staying on track - Highly organized with excellent time management skills - Risk management experience - High levels of discretion and confidentiality - Tenacity and drive - Ability to take tough decisions - Excellent relationship builder and networker - Confident and self-assured but acts with humility - Has excellent skills in project management and driving change Preferred Qualifications: - French, Spanish, or Arabic speaker - Highly skilled at building rapport with people at all levels - Skilled networker and relationship builder There are individuals who may use CARE’s name and trademark in emails and on websites in an attempt to solicit fees from interested job-seekers.
