Acts as a liaison between the IT organization and the business partner. Analyzes business issues, defines requirements, creates screen designs, and recommends automated system controls and protocols to solve organizational information issues. Determines operational objectives, gathers information, and evaluates output requirements and formats. Works closely with end users to analyze, define, model, and document system requirements. Identifies project milestones, phases, and deliverables, ensuring the team remains on schedule and within budget. Constructs workflow charts and diagrams, studies system capabilities, and writes specifications. Develops organizational change management frameworks and conducts user acceptance testing. Creates and maintains end-user documentation (e.g., user guides, process flow charts, training materials) and delivers training.
Responsibilities
- Works on multiple projects/applications as a project team member and is considered a subject matter expert for several initiatives.
- Engages in projects of moderate to high complexity across one or more development environments.
- Collaborates with software developers and business customers to ensure that systems meet business needs.
- Identifies and communicates business needs for multiple or complex software solutions by translating these needs into functional and non-functional requirements.
- Elicits, analyzes, and documents customer business requirements for assigned projects/applications.
Key Duties Include:
- Participating in and facilitating customer and project team meetings.
- Engaging in all phases of the Software Development Lifecycle (SDLC).
- Serving as a liaison between business partners and the development team to ensure technical solutions align with user needs.
- Utilizing requirements elicitation techniques such as workshops, interviews, and shadowing to gather input from users and stakeholders.
- Developing, writing, and communicating business and functional requirements through use case narratives, diagrams, and specifications.
- Articulating and documenting data flow concepts, explaining the purpose and impact of data movement, and ensuring shared understanding among technical and business audiences.
- Creating and maintaining screen designs, user story maps, and process flow diagrams in Lucidchart.
- Managing user stories in JIRA.
- Working onsite five days per week (this is not a telework position).
- Performing all other duties as assigned.

Minimum Education and Experience
- Bachelor’s degree in computer science, information systems, or equivalent work experience
- Minimum of three (3) years of hands-on experience working on diverse data integration projects
- At least two (2) years of experience in:
- Requirements elicitation and documentation
- Integration and user acceptance testing
- Business modeling and use case design
- Understanding of information systems and software development life cycles
Additional Required Skills:
- Defining API service calls, including specifying the format and content of incoming requests and outgoing responses
- Collaborating with API developers to ensure defined APIs meet requirements
- Creating clear, concise, and comprehensive data flow diagrams
- Explaining complex data flows to technical and non-technical audiences using visual tools
Preferred Qualifications
- Experience working in state or local government, particularly in justice system environments
- Advanced knowledge of software development methodologies (Agile, Scrum, Waterfall)
- Project Management Professional (PMP) or ITIL foundational certification
- Proficiency with Lucidchart and JIRA

Pay: $60.92 - $65.00 per hour
