The Technical Program/Project Manager III is a senior project manager position and reports directly to the Director, Facility Design & Construction. This job is responsible for the project management of architectural, engineering, design, and construction projects and activities under the supervision of the Director, Facility Design & Construction. Design and construction activities are associated with CapMetro’s Capital Improvement Plan and the Project Connect program, as well as coordination with outside agencies and parties whose projects may influence or impact CapMetro facilities. Projects generally include complex facility projects such as administrative offices, vehicle maintenance facilities for bus and rail vehicles, operational facilities, warehouses, repairs and renovations, etc.

Capital Project Planning & Management
WHAT YOU BRING
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing teams performing work of a complex nature. This job requires visits to construction sites to observe and oversee progress of the work; incumbent must be able to safely navigate construction sites.
Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.
Incumbent must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in a high-paced environment.
This position may infrequently require working outside of normal business hours for community meetings, public events, etc.

Capital Project Planning & Management
- Plan, schedule, and manage complex Capital Projects, including defining project scope, programming, budgets, cash-flow projections, and maintaining accurate financial records with monthly cost tracking and invoice review.
- Direct, manage, and evaluate professional services provided by architects, engineers, and other consultants; review and oversee development of drawings, specifications, estimates, and construction documents.
- Prepare scopes of work and independent cost estimates for professional services; review and evaluate consultant proposals and serve as the primary liaison for design coordination and issue resolution.
- Support the Procurement Department in acquiring professional services and construction contractors, including participation in bid processes, pre-bid meetings, and consultant and contractor selection activities.
- Act as primary liaison for jurisdictional approvals and permits; represent CapMetro with federal, state, county, and city agencies, elected officials, utility providers, and regulatory authorities.
- Direct and oversee construction activities as CapMetro’s representative, serving as the primary point of contact among contractors, designers, inspectors, permitting agencies, utilities, and quality control entities.
- Conduct field visits and inspections to monitor compliance with specifications; oversee contractors and vendors, direct work changes or stoppages as needed, and ensure progress, safety, and quality standards are met.
- Collaborate with Project Controls staff to monitor project schedules, budgets, documentation, and performance metrics; provide regular project status reports and internal and external presentations.
- Act as liaison with internal departments, external partners, and the general public, ensuring effective communication and coordination throughout project execution.
- Perform additional assignments across CapMetro’s Capital Improvement Program, including railroad infrastructure, transit stations, bus facilities, park-and-ride projects, building renovations, and utility improvements.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
- Perform other duties as required and/or assigned.
WHAT YOU BRING
- Bachelor’s degree in civil engineering, architecture, construction management, or a related focus. Related experience may substitute for the required education on a year for year basis for up to four (4) years.
- Six (6) years of progressively responsible relevant experience in architecture, facilities engineering, design and/or construction or project-management
- Project Management Professional (PMP) certification preferred
- Licensed Texas Professional engineer or architecture preferred
- LEED AP or similar certification beneficial
- Experience in the use of MS Office and spreadsheet software
- Must have excellent organizational, communication and team management skills.
- Strong analytical abilities and the ability to work effectively with staff, consultants, community, and policy making boards.
- Knowledge of construction and project management methods and practices
- General experience and knowledge of computer aided drafting and design technology.
- Skill in reading and interpreting construction documents, designs, survey reports, construction specifications, contract and project management documents
- Skill in analyzing and applying technical information
- Ability to communicate effectively with co-workers, contractors, governmental entities, and the general public.
- Ability to apply sound engineering or architectural judgment based on considerable experience and knowledge of construction.
- General knowledge of sustainability features and approaches.
