The Advisor III, People Services reports to the Program Manager, People Services and Analytics and serves as a lead resource within the Employee Resource Center (ERC) for employee relations and compliance matters. This role leads employee relations investigations, owns employment-based immigration processes and compliance, oversees documentation quality standards, and interprets policies in complex matters. The Advisor III also receives and responds to Tier 1 People & Culture inquiries and serves as an escalation point for sensitive or high-risk concerns. The Advisor III exercises advanced professional judgment while ensuring regulatory compliance, risk mitigation, and consistent policy application.

Employee Relations & Investigations
WHAT YOU BRING
Work is generally performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment.
Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

MOBILITY STATUS
As a Hybrid position, onsite presence is guided by team collaboration needs, customer and front-line team member interactions, and role responsibilities. People leaders will set expectations for onsite presence; however, incumbents are generally encouraged to work 8 to 12 days in office per month. Mobility status is subject to change at any time based on business needs or organizational decisions.
SECURITY SENSITIVE POSITION
This position has been identified as a “Security Sensitive” position. CapMetro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.

Responsibilities

Employee Relations & Investigations
- Lead employee relations investigations of varying complexity, including conducting interviews, analyzing documentation, and preparing investigative findings.
- Recommend corrective actions and ensure matters are handled in accordance with policy and applicable regulations.
- Provide operational guidance on nuanced policy interpretation and sensitive disciplinary matters.
- Own employment-based immigration processes, compliance tracking, and documentation management.
- Monitor employment actions that may impact sponsorship and ensure regulatory compliance.
- Review and enforce documentation standards across ERC processes to ensure audit readiness and quality control.
- Identify systemic compliance risks and implement corrective measures.
- Lead the development and revision of policies, procedures, and process documentation to ensure regulatory compliance and operational consistency.
- Receive and respond to Tier 1 People & Culture inquiries related to employment policies, procedures, benefits, compliance considerations, and general People & Culture matters, and serve as an escalation point for complex or high-risk issues requiring advanced interpretation.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other duties as required and/or assigned.
WHAT YOU BRING
- Bachelors’ degree in Business Administration, Human Resources or a related field is required. Additional related experience may substitute for education on a year for year basis up to four years.
- Six (6) or more years of progressively responsible Human Resources experience, including employee relations and compliance responsibility.
- Experience conducting workplace investigations.
- Experience managing or supporting employment-based immigration processes preferred.
- PHR, SPHR, or SHRM certification preferred.
- Proficient experience with Microsoft Office suite including Excel, Word, PowerPoint, SharePoint, Teams and Outlook, or similar software
- Working knowledge of employment law, regulatory compliance requirements, and employee relations best practices.
- Demonstrated ability to conduct thorough, objective investigations and analyze complex information.
- Strong professional judgment and decision-making skills in sensitive or high-risk matters.
- Ability to interpret and apply policies in complex situations with consistency and fairness.
- Strong written and verbal communication skills, including the ability to prepare clear investigative findings and documentation.
- Ability to maintain confidentiality and manage sensitive matters with discretion and integrity.
- Strong organizational skills and ability to manage multiple priorities in a dynamic environment.
- Ability to build effective working relationships across all levels of the organization.
