WHO WE'RE LOOKING FOR
The Director, Total Rewards at CapMetro reports directly to the Vice President, People and Culture (P&C) and plays a pivotal role in shaping and implementing the agency’s compensation, benefits, wellness, and rewards strategy. This position requires a strategic leader who can manage a team of up to four professionals align rewards programs with CapMetro’s strategic goals and ensure compliance with relevant regulations.

Total Rewards Strategy
Direct and manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including, hiring, and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

WHAT YOU BRING
Work is performed in an office environment in which there is only minimal exposure to unpleasant and/or hazardous working conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature.
Incumbent must have the ability to stand and sit frequently throughout an eight-hour period, reach vertically for overhead use as well as horizontally. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions.

Mobility Status
As a Hybrid position, onsite presence is guided by team collaboration needs, customer and front-line team member interactions, and role responsibilities. People leaders will set expectations for onsite presence; however, incumbents are generally encouraged to work 8 to 12 days in office per month. Mobility status is subject to change at any time based on business needs or organizational decisions.
This position is based in Austin, Texas. Successful out-of-state candidates must relocate to the state of Texas prior to start date.
SECURITY SENSITIVE POSITION
This position has been identified as a “Security Sensitive” position. CapMetro will conduct annual background checks on incumbents in this position. A position is “Security Sensitive” if the incumbent handles currency, has access to sensitive computerized databases, has access to master keys, or works in an area of the CapMetro that has been designated as a security-sensitive area.

Total Rewards Strategy
- Develop and execute a comprehensive Total Rewards strategy, including compensation, benefits, recognition, and equity programs. Align programs with business and talent strategies to enhance employee value proposition. Oversee Total Rewards budget for cost-effectiveness and competitiveness.
- Lead design of base pay and incentive plans aligned with organizational culture and strategy. Conduct market trend analysis, salary forecasting, and develop annual compensation plans. Utilize market data to assess program effectiveness and make data-driven recommendations.
- Manage health, wellness, retirement, and other benefits programs; optimize offerings and costs. Lead development and administration of Wellbeing programs, including Wellness Centers, EAP, and immunization programs. Monitor KPIs for Wellbeing service delivery and establish Seven Dimensions of Wellbeing objectives.
- Ensure compliance with state, federal, and local laws for benefit plans and compensation programs. Oversee Self-Insurance Board of Trustees, Retirement Plan Committees (401k and Pension), and Compensation Committee. Lead regulatory strategy for HR functions in partnership with internal audit and finance.
- Partner with senior executives and consultants to present competitive compensation packages. Prepare and deliver presentations to Board of Directors, senior management, and benefit committees.
- Direct procurement of third-party contracts related to Total Rewards. Manage benefit vendor relationships and oversee open enrollment processes.
- Act as an internal change agent, fostering innovation and best practices. Collaborate with agency leadership and HR directors on internal and external initiatives. Assist with acquisition-related efforts, including due diligence and plan integration.
- Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
- Responsible for ensuring departmental compliance with the agency's Emergency Response Plan.
- Other related duties as assigned.

Qualifications
WHAT YOU BRING
- Bachelor’s degree in Human Resources, Business Management, Public Administration, or related field. Relevant experience may substitute for the required degree.
- Master’s degree relevant field preferred.
- Ten (10) or more years progressive responsibility in human resources management, with a focus on compensation and benefits including six (6) years of management experience managing employees and projects.
- SPHR, PHR, CCP, CBP, CEBS certification and/or three (3) additional years of specialized experience preferred.
- Leadership experience in classification, compensation, and benefits management preferred.
- Experience in benefits design, vendor management, and regulatory compliance preferred.
- Extensive knowledge of the principles and practices of human resources and: employment law, labor law, performance management, wage and salary administration, job evaluation, benefits, record management.
- Proficiency in data analysis, Human Capital Management (Oracle) platforms, and communication skills preferred.
- Extensive knowledge in federal laws i.e., ERISA, COBRA, PPACA, HIPAA, Section 125, GASB, FMLA and any new laws as they are created.
- Ability to administer sound human resources programs, to interpret laws and develop policy, advise managers, supervise staff, maintain confidentiality, and communicate effectively maintain working relationships with employees, managers, and the public.
- Ability to effectively work as a team player. A self-starter responsive to organizational needs, committed to excellence and continual employee development.
