POSITION OVERVIEW
CTA is seeking experienced Business Process Consultants to drive alignment between business processes and IT within an assigned program area for a state government client. The role analyzes and redesigns processes to optimize performance and works closely with stakeholders to ensure business needs align with IT solutions supporting the client's application modernization efforts.
SCOPE OF WORK
The Business Process Consultants enhance business unit performance by aligning processes with the technology solutions deployed in the client's application modernization program. Work includes systems process analysis, process design and simulation, gap analysis, process performance measurement, technical advisory to leadership, and stakeholder communication across the project lifecycle. The role is designated as essential staff and must be available during emergency activations.
KEY RESPONSIBILITIES
• Perform in-depth systems process analysis, design, and simulate new processes to improve efficiency.
• Identify gaps, develop measures for process performance, and transition the program area to improved processes.
• Serve as the program area's technical expert by providing strategic advice to leadership on the future use of technology and process improvements.
• Ensure solutions align with both current and future program goals.
• Support the planning and prioritization of business process engineering activities, integrating business unit goals with broader client objectives.
• Ensure defined processes are communicated and provide assistance in understanding process flows throughout the project lifecycle.
REQUIRED QUALIFICATIONS
• Bachelor's degree or master's degree from an accredited college or university in Computer Science, Information Systems, or other related field — OR four (4) years of equivalent work experience. Relevant experience may be substituted for education on a year-for-year basis.
• A minimum of seven (7) years in IT, with at least four (4) years in process engineering and two (2) years in project management.
• Certification in Process Improvement Methodologies AND demonstrated proficiency in methodologies such as Lean Six Sigma (Green or Black Belt), or Kaizen.
• Strong skills in mapping out business processes, identifying bottlenecks, and analyzing inefficiencies.
• Familiarity with tools like Microsoft Visio, Lucidchart, or specialized business process modeling tools (e.g., BPMN software such as Bizagi or ARIS).
• Strong verbal and written communication skills and interpersonal skills.
• Strong leadership and motivational skills.
• Must successfully complete a background check.
PREFERRED QUALIFICATIONS
• Familiarity with regulatory and compliance frameworks applicable to government programs (e.g., HIPAA).
• Experience designing processes that comply with industry-specific standards.
JOB SPECIFIC KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of process-improvement methodologies including Lean Six Sigma and Kaizen.
• Knowledge of BPMN modeling notation and supporting tooling.
• Skill in mapping business processes and identifying inefficiencies.
• Skill in translating business needs into IT solution requirements.
• Ability to mentor junior staff and oversee complex, multi-site projects.
• Ability to communicate clearly across business and technical audiences.
ADDITIONAL NOTES
• Successful candidate must complete client-required security awareness training within 30 calendar days of hire.
• Position is designated as "essential staff" and must be available during emergency activations.
• Billable hours are limited to 40 per week unless pre-approved by designated client leadership.
• Travel is not reimbursable unless specifically authorized in writing by client leadership.
Salary : $140,000 - $145,000
