Incumbents in this position are responsible for supporting Project Management staff in design, construction, and permitting, hydraulic modeling for water and sewer projects, engineering plan review, and for overseeing construction submittals. This position is assigned to pay grade R31.

- Supports the Project Management staff with Engineering Plan Review to ensure adherence to CFPUA Standards and Specifications.
- Performs capacity analysis calculations including computer simulations and modeling.
- Manages external consulting engineers in the design of capital projects for CFPUA.
- Monitors performance and troubleshoots problems related to construction project schedules, change orders, and/or work delays, field conflicts, and unforeseen challenges.
- Assists in developing the engineering design and construction standards for CFPUA.
- Calculates fees associated with connection to CFPUA facilities.
- Assists with permit review and communication back to customers.
- Provides support to Customer Service Division for RFI requests.
- Provides engineering technical support to Project Managers regarding project design, scheduling, construction methods, and information related to facility and equipment needs.
- Develops draft scope of work and bid documents, administers the engineering consultant contracts to include reviewing and issuing correspondence, transmittals, and contract payments and amendments, negotiates with engineering consultants regarding fees, and recommends possible litigation for contract deficiencies.
- Performs design reviews to ensure for constructability and makes recommendations on the proposed designs issued by consultants to ensure compliance with project specifications, intent, and safety regulations.
- Responsible for preparing and issuing pre-construction notifications. Discuss approved set of plans with Contractors and identify field challenges.
- Oversees construction submittals and provides communication back to the Contractors.
- Prepares and oversees requests for proposals to consulting engineers, architects, and construction firms for services related to the design and construction of capital projects.
- Assists in the consultant selection process.
- Performs other related job duties as assigned.
- Bachelor’s degree in engineering, project management or any related course study.
- Two (2) years of project management work experience.
- Associate's degree and four (4) years of project management or construction work experience within the water and wastewater industry or any related field work in lieu of bachelor's degree.
