GENERAL STATEMENT OF RESPONSIBILITIES:
The primary responsibility of this position is to provide comprehensive post-award grant administration and compliance oversight for all federal, state, and private grants awarded to Cape Cod Community College. This position serves as the primary liaison between the Grants Office, Business Office, and Principal Investigators to ensure full compliance with grant terms and conditions, federal regulations, and institutional policies. The Post-Award Grants Administrator will provide guidance, support, and assistance to faculty and staff throughout the grant lifecycle from award through closeout, ensuring deadlines are met, budgets are appropriately managed, and all reporting requirements are fulfilled.
EXAMPLES OF DUTIES:
Post-Award Grant Management (60%)
- Provide guidance, support, and assistance to Principal Investigators and program directors with post award grants management to meet deadlines, appropriately spend down budgets, submit reports, track matching requirements, and close out awards.
- Create and maintain accurate grant files and records in compliance with federal requirements (7-year retention standards).
- Conduct compliance reviews to ensure adherence to College, federal, state, and private funder requirements, including 2 CFR 200 (Uniform Guidance) and EDGAR regulations.
- Review statements of work, grant contracts, and terms and conditions to ensure grant requirements are met throughout the project period.
- Coordinate between Grants Office, Business Office, and Principal Investigators for seamless grant administration.
- Monitor grant expenditures, encumbrances, and budget reporting in collaboration with the Business Office.
- Manage In-Kind Match processes including facilities and personnel time tracking.
- Oversee Time & Effort Certification processes for federal grants and assist with award closeout procedures.
Compliance and Reporting (25%)
- Maintain knowledge of federal regulations including 2 CFR 200 (Uniform Guidance), EDGAR, Single Audit requirements, and Stevens Amendment disclosure requirements.
- Disseminate compliance requirements to staff, faculty, and administrators as needed.
- Track reporting requirements and deadlines, providing support and coordination for timely submission.
- Ensure quality and integrity in all representations to funders and regulatory agencies.
- Coordinate with Massachusetts Department of Higher Education (DHE) and Department of Elementary and Secondary Education (DESE) for state-funded programs.
- Perform other duties as assigned.
Budget Monitoring and Financial Compliance (15%)
- Work with the Finance department and Business Office to monitor grant budgets and advise on allowable expenditures according to grant guidelines.
- Review requisitions and invoices for accuracy, compliance with grant budget, procurement rules, and cost allowability standards.
- Assist with grant-specific financial reporting including quarterly and annual reports to funders.
Job Requirements:
MINIMUM QUALIFICATIONS:
- Associate degree in business management, accounting, or social sciences plus 3-5 years of experience in accounting, managing grants and contracts; OR Bachelor's degree in business management, social sciences, or education with relevant grant administration experience.
- Knowledge of grant processes and federal/state compliance requirements, particularly 2 CFR 200 (Uniform Guidance) and EDGAR regulations.
- Familiarity with the complete lifecycle of grants from award through closeout.
- Proficiency in grant management systems, Microsoft Office Suite (particularly Excel), and Adobe.
- Strong communication skills (both oral and written) with demonstrated ability to work effectively with faculty, staff, and external stakeholders.
- Demonstrated problem-solving and organizational skills with flexibility to manage multiple tasks and meet strict deadlines.
- Strong interpersonal skills and ability to work collaboratively in team environments while maintaining ability to self-start on assigned tasks.
- Excellent attention to detail and ability to maintain accurate records and documentation.
- Ability to exercise sound judgment and discretion in handling confidential financial and program information.
- Ability to read and interpret financial reports and analyze budget data.
ADDITIONAL PREFERRED QUALIFICATIONS:
- Experience in higher education grant administration.
- Grant proposal development and pre-award management experience.
- Knowledge of Massachusetts state funding organizations (DHE, DESE) and their requirements.
- Experience with federal grant management including Department of Education, Department of Labor, Department of Health and Human Services, and NSF programs.
- Experience with grant management software systems and financial reporting platforms.
- Knowledge of procurement regulations.
- Experience managing multi-part contracts and technical documents.

Additional Information:
COMPENSATION: Annual salary range of $75,000 - $80,000 (dependent upon qualifications). Full-time, Non-unit Professional position including participation in a comprehensive employee benefits program and the option for membership in the Massachusetts State Employees' Retirement System.
