Duties & Responsibilities
Procurement & Contract Support (Primary Focus):
- Provide procurement support including issuance of Requests for Quotes (RFQs) and Requests for Information (RFIs).
- Conduct market research to support acquisition planning and strategy development.
- Develop Contract Requirements Packages (CRPs) and associated acquisition documentation.
- Coordinate with contracting officers, Contracting Officer Representatives (CORs), program managers, and other stakeholders throughout the procurement lifecycle.
- Track procurement actions and contract execution status to ensure timely processing and compliance.
- Maintain procurement documentation and contract files; experience with Paperless Contract Files (PCF) is a plus.
- Oversee all aspects of financial management from receipt of funds (e.g., GFEBS, MIPRs, 7600A, AMC 1095s) through liquidation of obligations.
- Support budget formulation and execution in accordance with federal financial management regulations and DoD policies.
- Utilize GFEBS to input, track, reconcile, and report financial data, ensuring data integrity and compliance.
- Create and manage Purchase Requisitions (PRs) and Purchase Orders (POs) in GFEBS.
- Monitor status of funds, track commitments and unliquidated obligations (ULOs), and ensure proper execution of appropriated funding.
- Assist in preparation of budget justifications, spend plans, unfunded requirements, and financial reports.
- Support audits, reconciliations, and year-end closeout activities.
- Provide recommendations on financial systems and process improvements.
- Collaborate with leadership, program managers, and financial stakeholders to align procurement and budget execution with mission objectives.
- Coordinate customer funding activities including collection, tracking, and execution.
- Prepare and deliver financial and procurement status briefings to stakeholders.
- Bachelor’s degree in Business, Finance, Accounting, Public Administration, Engineering, Education, or Science.
- Minimum of 6 years of relevant experience in procurement, contracting support, and/or financial management.
- Extensive, hands-on experience with GFEBS is required, including budget execution, obligation tracking, reconciliations, and reporting.
- Strong understanding of DoD acquisition processes and financial management regulations.
- Experience supporting procurement documentation, market research, and acquisition planning.
- Proficiency in analyzing financial data and reports.
- Excellent communication and presentation skills.
- Ability to work independently and collaboratively in a fast-paced, deadline-driven environment.
- Proficient in Microsoft Excel, PowerPoint, and related tools.
- Experience with Paperless Contract Files (PCF) is a plus.
