This position is multi-faceted and will include aspects of project and contract management, technical engineering and design, financial planning and programming, and stakeholder collaboration and communication.

Project and Contract Management

  • Assume full ownership of a $25M-$50M electrical project portfolio, responsible for all pre-award functions including writing Statements of Work, Independent Government Estimates, and preparing contractual documents.
  • Direct all post-award contract management, including critical review of contractor design submittals ensuring proper calculations for transformers, switchgear, panelboards, interior circuits, conductors, grounding, protective devices, and load flow calculations.
  • Drive the 35%-100% design review process, leading meetings with stakeholders (Contracting Officers, AE firms, and design engineers) to validate technical specifications against NFPA 70 (NEC), NFPA 70E (Electrical Safety), and UFC 3-500 series electrical standards.
  • Direct the complete electrical lifecycle for full facility renovations, from initial systems demolition to the design and integration of all new power, lighting, and low-voltage systems (fire alarm, communications, security), ensuring full cohesion with mechanical and architectural designs.
  • Perform contract modifications for design and material changes, making compromises in design characteristics dictated by weight, size, cost, maintainability, reliability, production, etc. Determine the means to advance projects and evaluate significant modifications to construction methods or materials due to changes in requirements, technological advances, or shortcomings in design and/or performance.
  • Perform site visits to ensure contractor construction compliance and recommend resolution of differences with contractors. Perform value engineering to save money for the federal government and keep contractor scope aligned with the project budget.

Technical Engineering and Design

  • Serve as the electrical technical authority for the 704th Test Group on all matters of facility electrical power, providing expert analysis and decisive engineering recommendations for systems operating from 208V up to medium voltage (15kV class).
  • Act as technical advisor for major construction efforts, deconflicting existing facility requirements with new designs and advising senior leaders on projects valued up to $1B.
  • Lead electrical studies to improve energy management, fire prevention, reduction of maintenance lifecycle costs, and transformation of antiquated facilities into state-of-the art modernized facilities that meet modern workplace standards.
  • Enforce and interpret strict compliance with NFPA 70 (NEC), NFPA 70E (Electrical Safety), UFC 3-500 series electrical standards, and Intelligence Community Directive (ICD) 705 for Sensitive Compartmented Information Facilities (SCIFs).

Financial Planning and Programming

  • Prepare technical specifications, design, cost estimates, and programming documents to develop a perpetual 3–5-year financial plan for electrical systems supporting 280 facilities.
  • Align electrical infrastructure planning and projects with recently completed Community Planning, Area Development Plans (ADPs) and planning charettes, ensuring that long-range facility and mission growth is supported by a robust and scalable power strategy.
  • Request and lead engineering studies to properly plan future construction or repair projects to create defensible capital budget planning allocations for the infrastructure portfolio.
  • Perform construction engineering research on facility condition indexes using BUILDER SMS (sustainment management system). Assess facility life-cycle stages, measure expected system deterioration rates, remaining service life, draw conclusions and compile into technical reports to provide a comprehensive picture of overall performance of facility assets.

Stakeholder Collaboration and Communication

  • Work cross-functionally with engineers, architects, and managers of the 704th Test Group Facilities and Infrastructure Team. Encourage teamwork, motivate team members, set clear goals, lead by example, and provide feedback to achieve a shared vision and mission.
  • Translate complex engineering concepts into clear, concise, and actionable terms for non-technical leaders, contracting officers, customers, and other stakeholders.
  • Act as a key partner to the Electrical Shop and Electrical Power Productions Shop Superintendents on all projects, from initial design through final commissioning to integrate their critical feedback on constructability and long-term reliability into the projects.
  • Respond to mission interruptions and customer escalations, troubleshoot systems, and write work tasks for technicians to perform corrective repairs to maximize building uptime.
  • Communicate effectively verbally and in writing with the engineering team, customers, and high-level stakeholders. Primary modes of communication include technical reports, presentations, meetings, and email.

Required Qualifications

  • Education: Bachelor of Science in Electrical Engineering from an ABET-accredited university is mandatory.
  • Experience: Minimum of 7 years of professional engineering experience focused on the design, analysis, construction, and repair of facility electrical power systems.
  • Clearance: Must have an active Department of Defense Secret Security Clearance or possess the ability to obtain and maintain one.
  • Citizenship: US Citizenship is required.

Highly Desired Qualifications

  • Licensure: Professional Engineer (PE) license.
  • Experience: Writing statements of work and cost estimates for facility electrical repair projects and full facility renovations.
  • Software: Experience with RS Means cost estimating software or equivalent. Experience with BUILDER™ Sustainment Management System (SMS) or similar SMS systems.
