Cando Rail & Terminals is a leading North American rail and terminal services provider with operations across Canada and the United States. With a significant growth initiative underway, Cando is adding a Payroll and Benefits Manager to its corporate team to provide leadership and support in our US operations.

Job Description

The Manager will lead all initiatives associated with Cando’s payroll, benefits, and retirement programs for Cando’s operations across the United States. The Manager is responsible for the setup, processing, compliance management, and reporting of payroll, benefits, and retirement plans.

Role & Responsibilities

Payroll

  • Completes end-to-end processing of Cando’s US payrolls including confirming time entries, monitoring hours, managing deductions/garnishments/allowances, correcting coding errors, submitting to banks, posting to GLs, and reviewing remittances
  • Ensure payroll accuracy, timeliness, and compliance with federal, state, and local regulations; administers payroll taxes, filings, and remittances where required
  • Manage all setup and changes to employee profiles including employee setups, changes to positions, wages, departments, etc. in Cando’s payroll system (UKG)
  • Ensure compliance with employment laws monitoring changes and leading process and/or policy updates
  • Participate in the ongoing enhancements to payroll software and employee interfaces
  • Reconcile payroll reports, general ledger entries, and benefit deductions; maintain all copies of payroll records and required through legislative avenues
  • Manager year end process
  • Answer all employee questions related to payroll and work with outside agencies to deliver payroll information as is permitted
  • Build strong relationships and rapport with all levels of management and employees throughout the organization

Benefits & Retirement

  • Administers the company’s benefits and retirement plan through activities such as enrolment/terminations, tracking entitlements, collecting fees, remitting payments, reconciling monthly statements, and remitting monthly reports
  • Be the primary contact with Cando’s service providers/vendors through the design, implementation, and re-enrolment processes; maintain strong relationships with providers/vendors and monitor their performance to ensure service level agreements are met
  • Perform all required balancing, reporting, and reconciliations including preparing all legislative reporting
  • Ensure compliance with benefit and retirement related regulations and lead any internal or external audits
  • Perform cost-benefit analysis and benchmarking to ensure benefit programs remain competitive and cost effective; inform strategic benefit and retirement decisions
  • Prepare and manage all employee communications as it relates to benefit programs, including re-enrolments, and changes to policy or premiums.
  • Answer all employee questions related to benefit plans and coverages

Skills, Knowledge, & Abilities

  • Strong knowledge of payroll systems and laws as they pertain to payroll, benefits, and retirement including understanding reporting requirements in multiple States throughout the country
  • Ability to assimilate information, rules, regulations, legislation, policies etc., and to explain the same to employees, managers, and outside agencies with courtesy, tact, and discretion
  • Ability to meet time sensitive deadlines that exist with payroll, benefit, and retirement administration; flexible but highly organized with superior attention to detail
  • Skilled in the use of Word, Excel, payroll software, and outside agency reporting software
  • Core knowledge of relevant regulations/legislation in the various jurisdictions
  • Ability to exercise discretion and good judgement regarding sensitive or confidential issues and in providing information
  • Interpersonal skills combining active listening with effective communication, including ability to extract pertinent information and diplomatically present and maintain a decision
  • Ability to establish rapport with people and influence opinions, attitudes, or judgements; proven ability to dialogue effectively and build relationships
  • Demonstrates effective oral and written communication with the employees and external agencies
  • Demonstrates information gathering skills used to find and identify essential information

Education & Experience

  • Degree, diploma, or payroll and/or benefits related certification is an asset
  • 5 years’ progressive experience managing payroll, benefits, and retirement programs for a multi-state company
  • Experience working with UKG Workforce Management and UKG Pro is an asset
  • Experience with business intelligence, KPI, or similar reporting processes as it relates to payroll and benefit reports

Additional Information

  • This position is based in Utah and reports to the VP, People
  • Typical hours are 8:00 am to 5:00 pm, Monday through Friday
  • Hybrid work available after initial training
  • This is an exempt position; salary range 120k-150k; benefits and retirement package including health, dental, vision, and 401K plan
  • On occasion, travel may be required through the US and Canada
