Position Summary

Cameo Consulting Group, LLC. is seeking multiple experienced Procurement Analysts to support the Marine Forces Reserve (MARFORRES) Regional Contracting Office (RCO). The successful candidate will provide acquisition-policy, contract-analysis, administrative, and contract-administration support for a dynamic federal contracting environment serving MARFORRES and Marine Forces South.

This is a contractor-support role. The Procurement Analyst will conduct research, analyze acquisition documentation, develop recommendations and guidance, manage reports and suspense items, and support contracting personnel. The individual will not exercise contracting-officer authority, negotiate with vendors, make source-selection decisions, determine price reasonableness, or perform other inherently governmental functions.

Responsibilities

  • Research federal procurement laws, regulations, decisions, policies, and guidance, including the FAR, DFARS, DFARS PGI, NMCARS, MAPP, OMB Circulars, GAO/Comptroller General decisions, and relevant board and court decisions.
  • Compile research and analyses to assist Government personnel in assessing acquisition procedures and implementing policy or regulatory changes.
  • Analyze contracts, contracting actions, and supporting documentation to support development of acquisition policies, procedures, templates, and guidance materials.
  • Prepare clear, accurate, and timely technical recommendations, reports, briefings, spreadsheets, and other written products for contracting officers, management officials, and technical staff.
  • Support requirement reviews, market research, solicitation development, price-analysis documentation, and contract-administration activities as assigned.
  • Maintain suspense lists and track contract-administration actions, including coordination related to funding, acceptance, payment, and required documentation.
  • Perform administrative support such as data entry, filing, report distribution, meeting scheduling, presentation preparation, and records management.
  • Prepare monthly and ad hoc reports in Microsoft Word, Excel, and PowerPoint.
  • Ensure work products are accurate, timely, complete, and free of major errors.
  • Protect Government-furnished information, equipment, controlled unclassified information, and sensitive acquisition information.
  • Complete and maintain required security, privacy, cyber-awareness, CUI, and installation-access training requirements.

Minimum Qualifications

  • Bachelor’s degree in Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, Organization/Management, or a related discipline.
  • At least five years of direct federal procurement experience in a GS-1102-series or equivalent contracting/procurement-support capacity.
  • At least one year of experience conducting fact-finding, analysis, and resolution of complex acquisition or contracting issues.
  • Demonstrated knowledge of federal and DoD acquisition policy, regulations, laws, directives, and procurement-management practices.
  • Experience reviewing contract files, acquisition documentation, contracting actions, and supporting records.
  • Strong analytical, research, organizational, and written-communication skills.
  • Ability to manage multiple priorities, maintain suspense items, and deliver accurate work by required deadlines.
  • Proficiency with Microsoft Office applications, Microsoft Teams, and Adobe Acrobat.
  • Ability to work on-site in New Orleans, Louisiana, during standard business hours, generally Monday through Friday, 7:00 a.m.–4:00 p.m.

Preferred Qualifications

  • Prior Department of War / DoD, Navy, Marine Corps, or other defense-agency acquisition experience.
  • Experience supporting a Policy and Oversight Branch, procurement-policy office, contracting office, or acquisition center.
  • Familiarity with Navy/Marine Corps acquisition processes, NMCARS, MAPP, and Procurement Desktop-Defense (PD2).
  • Experience with SAM.gov, PIEE, WAWF, EDA, ePS, or related federal procurement systems.
  • Active DoD Secret clearance or an active/recent security clearance eligible for reciprocity.
  • Experience preparing acquisition-policy guidance, internal standard operating procedures, templates, or training materials.
