Treatment Court Administrator I

Basic Function and Responsibility :

This is responsible administrative and managerial work in managing and coordinating treatment court activities in smaller jurisdictions with a weighted caseload between 60 and 109 participants. Work is performed under the direct supervision of a judge or drug court commissioner. The employee is expected to perform administrative functions with minimal supervision. Work will involve coordination of activities of the court, other agencies and organizations as they relate to the treatment court.

Manages and coordinates the treatment court file, court automation and case processing.

Manages and coordinates administrative services for the treatment court, which includes budgeting, accounting and finance, personnel, and related administrative services.

Monitors, coordinates, and evaluates the effectiveness of the treatment court programs through process and outcome studies to determine requirements for program modification and personnel training.

Prepares the treatment court budget under the direction of a judge or drug court commissioner.

Identifies, prepares applications for and administers local, state and federal grants that would assist with the operation of the treatment court.

Represents the court in meetings with the public and private agencies, the news media and the public in general.

Prepares, administers and monitors contracts for services relating to the treatment court.

Plans and implements strategies to encourage collaboration and partnership with federal, state, and local agencies and organizations to further the general understanding and acceptance of treatment courts.

Prepares and/or maintains the treatment court operating manual, participant information packet, public information packet and other materials necessary for the operation of the treatment court program.

Manages and/or monitors the Limited Driving Privilege docket/caseload.

May serve on workgroups or committees at the state or local level. Performs related work as required.

Knowledge, Skills and Abilities: (This job description does not include specific physical requirements necessary to perform the job. Such requirements vary from position to position and may be determined by the appointing authority.)

Thorough knowledge of court procedures, legal documents, statutes and legal factors pertaining to the court system and treatment courts.

Thorough knowledge of the organization, functions, responsibilities and procedures of the court system.

Considerable knowledge of the modern principles and practices of public and judicial administration.

Considerable knowledge of public procurement procedures.

Some knowledge of treatment courts, chemical addiction, substance abuse treatment, mental health disorders/treatment and principles associated with the operation of a treatment court.

Some knowledge of accounting and financial systems, grant management, and modern automated systems.

Strong ability to establish and maintain effective working relationships with judges, court officials, attorneys, treatment/service providers, Probation and Parole, law enforcement and the general public.

Ability to organize, direct and coordinate team meetings, training sessions and public forums in an effective manner.

Ability to communicate ideas clearly and concisely, both orally and in writing.

Ability to make oral presentations to justice system employees and the general public.

Ability to maintain a high level of confidentiality.

Minimum Qualifications: (The following statement represents the minimum education and experience which will be used to determine qualifications of applicants, provided equivalent substitution will be permitted in case of deficiencies of either experience of education. Education above the minimum stated may be substituted for up to two years of the required experience; professional experience at the management and administrative level may be substituted on a year for year basis for the required education.)

Graduation from a four year college or university with major course work in judicial administration, public or business administration, sociology, psychology, criminal justice or a related field, and three years of responsible professional experience in management or administration.
