Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.
This position is located in Sacramento.

Under the general direction of the Supervisor I, the Housing and Community Development Representative II monitors all aspects of compliance, including fiscal and occupancy activities, for projects funded under one or more of the Division’s Housing and Community Development financial assistance programs.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Desirable Qualifications
- Knowledge of subsidized rental housing programs, including those operated by the Department.
- Knowledge of and experience with the principles of asset/property management and compliance monitoring.
- Practical knowledge of real estate, rental loan underwriting, financial statement and pro forma analysis, and escrow processes.
- Experience with state and federal accounting and auditing principles and practices.
- Knowledge of residential construction or housing inspection practices.
- Familiarity with tenant/landlord law.
- Ability to effectively formulate and interpret state and federal regulations and policies.
- Experience writing, developing, or implementing policies, procedures, or desk manuals.
- Demonstrated ability to work collaboratively and effectively with program grantees, stakeholders, and other involved state, federal and local government agencies.
- Possession of excellent analytical abilities and effective communication skills, both verbal and written.
- Proficiency in data input, reporting and computer software, including Microsoft Office (Outlook, Word, Excel, PowerPoint).
- Experience with habitability inspections of housing units.
- Experience interpreting, and implementing policies, government code, and compliance monitoring.
- Experience with Consolidated Automated Program Enterprise System (CAPES) and other relational databases.
- Experience in coordinating multiple projects and deadlines.
- Experience with Property Management functions, tenant file compliance, financial/occupancy reporting.
- Experience with affordable housing programs and reviewing statutory/regulatory requirements.
