The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under the general administrative direction of the Deputy Director and Chief Information Officer (CIO) of the Information Technology Services Division (ITSD), the Data & Innovation Architect, serves as an expert advisor and works as a technical expert within the California State Lottery (Lottery) to lead and influence the direction and success of complex and critical IT and Lottery business initiatives and projects in support of the Lottery’s mission. The Data & Innovation Architect spearheads and oversees the design, development, and implementation of data and innovation strategies. The duties for this position are focused in the Business Technology Management, Information Security Engineering, Client Services, IT Project Management, Software Engineering, and System Engineering domains.

Working Conditions
The incumbent will work in a fast-paced environment, with competing priorities, and business critical deliverables.
- Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the CIO. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position is also required to carry a Lottery-issued mobile phone to be reachable outside of normal business hours.
Desirable Qualifications
- Proficiency in data analysis, data modeling, and data visualization.
- Working knowledge of data management systems including development and management of data architecture, structured and unstructured data, table schemas, and data extract, transform, and load (ETL) pipelines, and data operations methodologies.
- Experience in implementing innovative data-driven initiatives that maximize the value of data to develop and improve business capabilities.
- Experience leading data architecture initiatives, data strategy development, data governance and regulatory and standards compliance assessments.
- Experience in leading projects and change management efforts related to data and innovation efforts to achieve adoption of new tools, technologies, and processes.
- Experience in working and collaborating with teams across multiple IT and business disciplines including but not limited to solution architects, domain architects, data management teams, data stewards, and data owners.
- Experience in managing and resolving complex and large-scale challenges and problems from both a technical and organizational perspective.
- Experience in participating and developing innovative IT strategic frameworks and strategy roadmaps to transform and modernize IT ecosystems.
