The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2022-23, the California Lottery generated sales of approximately $9.2 billion with over $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under direction of the Information Technology Services Division (ITSD), Data Analytics & Reporting Services (DARS), Information Technology (IT) Manager I, the IT Specialist I serves as a Data Analytics Developer of the California State Lottery’s (Lottery) complex Business Intelligence (BI) and Data Analytics platforms. The incumbent designs, develops, tests, operates, and maintains the BI, Data Analytics, reporting and software systems. Duties encompass researching, designing, documenting, developing, and troubleshooting systems performing data ingestion, storage, processing, transformation, modeling, integration, quality, governance, and visualization. Responsibilities include participation in defining and maintaining standards, processes, and procedures for the business intelligence and analytics applications and systems. The duties in this position are focused on the Software Engineering, Systems Engineering, and Business Technology Management domains; however, work may be assigned in other domains as needed.

This position is headquartered at Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

Working Conditions
Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless approved by the unit manager. Weekend, long and/or irregular work hours, after-hours work, and holiday work may be required.
Travel: Statewide overnight travel may be required.
Other: This position may be required to carry a Lottery issued cell phone. This position may be required to be reachable outside of normal business hours.
Desirable Qualifications
- Experience designing, developing, testing, and maintaining various BI and Data Analytics data processing functions such as: ETL/ELT, pipelines, data cleansing, data migration, data integration and transformations, data loading to warehouses/data lakes/data marts using: T-SQL, Python, MDX, DAX, Azure Data Factory, Azure Synapse Pipelines, SSIS, dedicated SQL pools, SQL Server, and equivalent tools.
- Experience designing, implementing, and maintaining various data models, database designs, data warehouse designs, data lakes, tabular cubes and equivalent data structures and architectures for Business Intelligence (BI) and Data Analytics systems.
- Experience analyzing requirements, designing, and building reports, dashboards, and visualizations in BI and Data Analytics systems using Power BI, SSRS, R, Rstudio, Posit and Posit Connect and equivalent technologies.
- Experience designing, implementing, and maintaining BI and Data Analytics systems using cloud architectures and cloud technologies including Azure, Azure Data Factory, Azure Analysis Services, Azure Data Lake, Azure Synapse Analytics, and equivalent technologies.
- Experience performing operational support, maintenance, troubleshooting, and resolution within a BI and Data Analytics systems.
- Experience with application development standards, SDLC best practices, unit testing, peer code review, defect triage/ tracking/resolution, CI/CD, DevOps, and writing various software documentation such as ERD diagrams, data flow diagrams, and data dictionaries and other SDLC artifacts to support BI and Data Analytics systems.
- Experience working independently as a high-level technical specialist collaborating with business analysts, data analysts, developers, technical experts, project management teams, program/business stakeholders and internal and external partners to develop BI and Data Analytics solutions.
- Strong interpersonal, collaboration, customer service, and communication skills.
