Under the general direction of the Administrator III of the Personnel Services Section, the Administrator II provides leadership and oversight to two Administrator I supervisors and approximately 45 staff. This unit is responsible for administering personnel transactions related to Payroll, Employee Benefits, Workers’ Compensation, Family and Medical Leave Act (FMLA), State Disability Insurance (SDI), Non - Industrial Disability Insurance (NDI), Catastrophic Time Bank, and Retirement for roughly 7,000 permanent and intermittent Franchise Tax Board (FTB) employees across six bargaining units, as well as excluded employees.
The incumbent collaborates closely with internal partners, including Labor Relations, Equal Employment Opportunity (EEO), the Personnel Resources Section, Legal, and Fiscal Accounting—to ensure accurate and compliant personnel operations. The incumbent also works with external control agencies such as the State Controller’s Office (SCO), the Department of Human Resources (CalHR), the California Public Employees' Retirement System (CalPERS), and the State Compensation Insurance Fund (SCIF) to exchange essential personnel information and implement changes resulting from new or updated personnel policies, laws, or labor agreements. The incumbent demonstrates a strong commitment to delivering high - quality service that is accurate, timely, and consistently exceeds customer expectations.

- Excellent leadership and staff development skills

- Supervisor experience in an HR or Personnel unit within the State of California
