Job Description And Duties
Under the general direction of the Chief, Information Technology (IT) Business Management Section, an Information Technology Manager II, the IT Manager I manages the administrative Services Unit (ASU) of the Technology Services Division (TSD) and is responsible for maintaining, overseeing, and leading the management of the IT procurements, IT contracts, IT vendor management, and ensuring coordination with internal TSD Budget/Spend Plan team, and Sacramento Administrative Services Division: Legal, Budgets, Financial Services, and Non-IT Procurement programs to maintain strong collaborative relationships.
The incumbent is primarily responsible for the management and oversight of the Department of State Hospitals’ TSD operational and IT specialty areas, including IT procurement and acquisitions. This includes developing, planning, organizing, and managing the functions of subordinate IT staff responsible for purchasing IT goods and services .
The incumbent provides leadership, analysis, and direction to ensure effective and efficient execution of IT Procurements and IT Vendor Management through project management and oversight as well as overseeing IT contract and procurement functions which includes but is not limited to the procurement and processing of DSH TSD IT contracts and IT interagency agreements, solicitation development, contract administration, and contract administration in support of IT contracts.
The incumbent. fosters and builds a dynamic team to provide innovative solutions, ensures the effective distribution of workload among staff, and defines and communicates priorities. They escalate issues and risks appropriately, providing recommended mitigations, while ensuring operational efficiency and compliance with departmental policies and objectives.
