Job Description and Duties
Under the general direction of the Chief Deputy Director of the Customer Services Branch, the incumbent is responsible for planning, organizing and directing all activities and staff in the Information Technology Business Group (ITBG). The ITBG is responsible for the acquisition of information technology (IT) and telecommunication goods and services for the California Legislature and the Office of Legislative Counsel (OLC). The incumbent will directly oversee a group of IT specialists comprised of subordinate supervisory and technical staff that perform IT procurement, asset management, and project and financial management functions. The incumbent has full management responsibility for directing the ITBG, and coordinating and controlling all activities associated with day-to-day operational services. The incumbent will consult with high-ranking members of the Legislative Rules Committees and Executive Management to ensure both operational and project plans, as well as their respective budgets are consistent with business objectives. The incumbent will also be responsible for performance evaluation, progressive discipline, recruitment, training, development, and retention of staff; making recommendations to Executive Management; providing consultative services to the Legislative Rules Committees and OLC management teams on the most critical, complex, and sensitive IT procurement requests; and developing and implementing policies. This position requires the highest level of customer service, integrity, teamwork, and excellence.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and information technology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Desirable Qualifications
- Associate or bachelor's degree in a business or IT discipline.
- Knowledge of the legislative cycle and key dates.
- Knowledge of legislative business processes and practices.
- 5 years of experience with IT procurement.
- 5 years of experience with asset, budget, and/or project management.
- 5 years of experience with state contract administration and/or negotiation.
- 5 years providing IT consultative services.
- 5 years of experience leading and/or supervising IT professionals.
