The Information Technology Services Division (ITSD) advances CDPH’s vision of "Healthy Individuals and Families in Healthful Communities" through the provision of high quality information resources and technology.
The CDPH Information Security Office (ISO) is responsible for ensuring the confidentiality, integrity, and availability of the Department’s information systems and data. ISO develops, implements, and maintains CDPH’s organization wide Information Security Program Plan, which includes risk management, security controls, and strategic prioritization of security and privacy activities. The office provides guidance on statewide and departmental security requirements, including adherence to SAM, SIMM, PHAM, HIPAA, NIST standards, and other regulatory frameworks to protect CDPH assets. It also supports operational security efforts such as advisory dissemination, training coordination, policy updates, and incident response collaboration, as reflected in communications involving the ISO and leadership.

Job Description And Duties
This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by creating customer focused solutions that are responsive and agile; supporting a modern infrastructure, tools, architecture, and standards; to effectively provide efficient services following service level agreements. The Information Technology Services Division (ITSD) leverages data and technology to create sustainability across CDPH by creating efficient solutions that meet customer expectations and reduce waste. As well as, creating innovative solutions, strengthening partnerships and collaborations, and embracing technology.
The incumbent works under the general direction of the Information Technology Manager I, Deputy Chief Information Security Officer. The Information Technology Specialist II (ITS II) serves as a member of CDPH’s Information Security Office (ISO) team. The ITS II provides technical expertise and administrative oversight for the security and privacy aspects of the initiation, design, development, testing, operation, and defense of CDPH electronic and physical data and information technology (IT) environments from sources of disruption, ranging from natural disasters to malicious acts. The ITS II collaborates closely with the CDPH Legal Office, Privacy Office, and other ISO staff on incident reporting and investigations that include conducting forensic investigations and gathering electronic records for Public Records Act requests. The ITS II assists CDPH Programs with their unique system and data security needs and technical recovery documentation.
The ITS II performs duties in the Information Security Engineering domain.
Periodic travel to the CDPH Richmond campus and/or other facilities may be required.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
