They will also demonstrate efficiency and quality control, and recommend innovative HR business processes.
Under direction of the Staff Services Manager I, the Associate Governmental Program Analyst performs technical personnel and payroll transactions functions related to temporary leaves including, but not limited to, Worker’s Compensation, Non-Industrial Disability (NDI), Non-Industrial Family Care Leave (NDI-FCL), State Disability Insurance (SDI), Paid Family Leave (PFL), Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), and Catastrophic Leave. The incumbent is responsible for developing and conducting training to Transactions team members as well as assessing, reviewing, evaluating, and developing policies, procedures, and processes related to the HR Transactions Temporary Leave Unit. The incumbent also develops departmental memorandums to communicate policy changes from control agencies, and conducts various Transactions Temporary Leave audits.

We offer a hybrid work schedule that is consistent with the department’s telework policy.
The incumbent works in an office and telework setting. The Human Resources Office space is established with sit/stand cubicle workstations and exposed to natural and artificial lighting. Being in a stationary position for long periods of time. The incumbent will use a computer and office equipment including a printer, copier, and telephone.
This office will be relocating in December 2025, to the renovated New Labor Agency Building in Downtown Sacramento, at 1416 9th Street.
Special Requirements

- Describe a situation when you had to explain a complex leave or benefit process to an employee and the strategies you used to ensure they understood.
