About this Role:

The Administrative Analyst (Analyst II) in the Office of Civil Rights (OCR) serves as a key resource in supporting the Department’s civil rights compliance, contract compliance, reporting, and administrative oversight functions. Working under the direction of a Supervisor II, the Analyst independently performs complex, sensitive, and high-impact analytical work that advances OCR’s mission and ensures compliance with federal and state civil rights laws, including Title VII and the Fair Employment and Housing Act (FEHA).

The Analyst provides critical guidance and technical support on matters involving civil rights enforcement, contract development and administration, and statewide program reporting. This includes conducting research, reviewing and coordinating responses to legislation, analyzing procurement and contracting needs, evaluating vendor performance, processing invoices, and managing executed agreements. The position plays an integral role in ensuring Departmental adherence to legal, fiscal, and policy requirements across OCR programs.

Additional responsibilities include supporting the Department’s reasonable accommodation tracking system, assisting with workforce demographic research for the Annual Workforce Analysis (WFA), reviewing Disability Advisory Committee (DAC) and Upward Mobility Program (UMP) applications, and providing technical assistance across OCR’s compliance functions. The Analyst may also contribute to public records act (PRA) coordination, civil rights complaint reviews, and cross-program intake and compliance processes. Statewide travel of up to 10% may be required depending on workload and operational needs.

This position is located within the Language Access and Civil Rights Compliance Program Section. The Analyst collaborates closely with internal programs, executive leadership, legal counsel, and contracted partners to support equitable, compliant, and transparent operations across the Department.

This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving office.

  • Experience conducting legislative or policy analysis and assessing operational impacts to programs or departments.
  • Knowledge of State contracting, procurement, budgeting, and FI$Cal processes, including invoice review and expenditure tracking.
  • Strong written and verbal communication skills, with experience drafting technical summaries, PRA responses, and confidential correspondence.
  • Ability to develop and maintain tracking systems or databases to support program monitoring, inventory management, and data-driven decision-making.
  • Demonstrated ability to work collaboratively with programs and program leadership on complex, multi-stakeholder issues.
  • High degree of professionalism, discretion, and sound judgment when handling sensitive or confidential information.
  • Ability to manage multiple high-volume, time-sensitive assignments independently and maintain accuracy under tight deadlines.

Telework & Salary Information

Telework:

Currently, the DHCS standard for hybrid work is a minimum of two days per week in-person and site- based and up to three teleworking days per week in accordance with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. The amount of telework is at the discretion of the Department and is subject to change.

Beginning July 1, 2026, pursuant to Executive Order N-22-25 issued March 3, 2025, and California Department of Human Resources (CalHR) Statewide Guidance issued March 13, 2025, DHCS team members generally will be required to report in-person a minimum of four days per week unless exempted/excepted.

Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 Agreement

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
