Compliance ManagerStarting salary range: $132,000 - $144,000/Annually, $5,076.92-$5,538.46/BiweeklyFull-Time; Exempt, SalariedThis is an in-office position for the first 100 days. Requires in-office work five (5) days per week. Following the first 100 days, staff have the flexibility to work two (2) days remotely. Mandatory in-office work days are Tuesdays & Wednesdays.Only applicants who reside in California and submit a cover letter will be considered. ***CCF IS A MANDATORY COVID-19 VACCINATION EMPLOYER***About this Role:Under the direction of the Director of Compliance, the Compliance Manager leads the day-to-day operations of the Compliance Department, overseeing staff and ensuring effective execution of compliance functions across the organization. This role manages contract and grant monitoring, audit readiness, policy implementation, and adherence to all applicable federal, state, and local regulations, as well as internal and funder requirements. Serving as a subject matter expert, the Compliance Manager exercises independent judgment to resolve complex compliance issues, support grantees and subrecipients, and design efficient internal workflows. The position emphasizes strong leadership, cross-functional collaboration, and staff development to promote a culture of accountability, continuous improvement, and alignment with the organization’s mission and strategic goals.Minimum Qualifications:Bachelor’s degree in public administration, Business, Finance, Law, or related field minimumMaster’s degree (e.g., MPA, MBA, JD) or equivalent advanced degree preferred.Minimum of five-seven (5-7) years of experience in compliance, grants management, contract administration, or a related field.Minimum of two-three (2-3) years of supervisory experience, managing staff and departmental workflows.Experience working with government contracts, grants, and funder requirements. Familiarity with Uniform Guidance, IRS regulations, state/local compliance standards.Preferred Qualification:Proficiency in Microsoft Office Suite; familiarity with financial and grants management systems (e.g., Raiser’s Edge, Financial Edge, Salesforce, or similar platforms) preferred.Responsibilities:Contract Compliance Policies and Procedures: Supports the development, implementation, and ongoing improvement of policies and procedures related to contract compliance and budgeting. Ensures processes for grants and vendor subcontracts, financial reporting, monitoring, and auditing are followed. Maintains strong working knowledge of applicable State, Federal, and IRS regulations, as well as industry standards for public fund administration. Collaborates with Operations, Finance, Impact, and Donor Relations & Development teams to identify compliance risks and recommend improvements. Assist in updating internal policies and provides targeted training and compliance oversight.Contract Tracking and Financial Reporting: Monitors compliance with contract terms, including timely invoicing to funders and submission of required financial and programmatic deliverables. Coordinates provision of financial data for grant and loan reporting. Serves external audits and funder requests for information and reports related to government contracts and grants. Grants and Funds Management: Works with Program and the Grants Director to manage government-funded subrecipient solicitations and ensure compliant grantmaking structures. Oversees day-to-day procurement, application review, award issuance, agreement execution, reporting, and monitoring processes. Partners with Grants Management and Legal teams to ensure compliance for fiscal sponsorships.Grantee Training and Capacity Building: Coordinates and delivers training sessions for grantees to ensure understanding and adherence to contract compliance requirements. Assist in designing training materials and facilitates workshops tailored to the needs of subrecipients and external partners.
