Job Description And Duties
The Technology Advancement Section leads some of the California Air Resources Board (CARB’s) most innovative community focused air monitoring efforts. Our team develops and deploys advanced monitoring approaches—using mobile platforms, stationary systems, and open source tools—to better understand neighborhood level air quality and support California’s most impacted communities. We work closely with local air districts, community organizations, technical partners, and other CARB divisions to expand monitoring capacity statewide and deliver high quality, actionable air data.
We are seeking a Staff Air Pollution Specialist (SAPS) to serve as a technical expert and project lead in CARB’s Community Air Monitoring Program. This position operates at the fully independent specialist level and plays a pivotal role in developing monitoring plans, evaluating emerging monitoring technologies, conducting complex data analyses, and guiding how community monitoring information informs program and policy decisions. The role involves significant coordination and collaboration with other CARB divisions, community groups, and local agencies, and requires a strong blend of technical, analytical, and communication skills.
As a SAPS in this program, you will help shape CARB’s statewide approach to community monitoring—supporting environmental justice goals, advancing monitoring innovation, and improving access to clear, meaningful air quality information.

- Serve as CARB’s technical applications expert for community air monitoring, advising planning leads and stakeholders on optimal monitoring approaches to address community concerns.
- Develop guidance and monitoring plan frameworks that support CARB’s community air monitoring efforts statewide.
- Build technical capacity by working directly with local air districts and community organizations to establish, operate, and interpret community air monitoring networks.
- Oversee data analysis of community air monitoring results using statistical tools, data processing software, and geospatial methods.
- Develop new methods, techniques, and tools to improve community air monitoring programs using available technologies, open source platforms, and innovative monitoring strategies.
- Present monitoring plans, results, and recommendations to CARB divisions, local officials, community groups, and public audiences through meetings, workshops, and outreach events.
- Prepare publications and presentations that communicate technical findings for scientific audiences, professional conferences, and staff seminars.
- Valid California driver’s license and occasional use of personal transportation for work-related travel.
- Use of personal protective equipment (e.g., steel-toed boots, hard hats, goggles, gloves) when required, as determined by the supervisor or Health and Safety Officer.
