Job Description And Duties
The Operations and Data Support Section (ODSS) is a high-impact team within the Monitoring and Laboratory Division (MLD) that sustains California Air Resources Boards (CARB's) ambient and toxics air monitoring programs. The section administers division-wide data systems, provides data reporting to U.S. EPA's Air Quality System (AQS) and real-time feeds to AirNow, and performs data certification and validation. The section provides instrument evaluation, acceptance testing, troubleshooting and repair, and system modifications that maintain the efficiency, accuracy, and reliability of California's statewide monitoring networks.
We are seeking an Air Resources Supervisor I (ARS I) to lead the team of eight technical staff who operate and improve division-wide digital data systems, manage real-time data reporting, and support complex electronic air monitoring instrumentation across CARB's ambient and toxics networks. This role calls for a leader with a strong regulatory foundation, fluent in federal monitoring and data-reporting requirements (40 CFR Part 58, AQS reporting, and annual data certification) who can help ensure the integrity of the data that underpins California's air quality decisions and demonstrates federal compliance. Key Responsibilities
- Lead and develop a multidisciplinary team responsible for data systems, instrumentation support, and regulatory reporting across CARB's ambient monitoring network.
- Plan, schedule, and oversee section projects in data acquisition, real-time reporting, system modernization, and quality assurance.
- Ensure timely, accurate, and complete data submissions to U.S. EPA (AQS, AirNow) and oversee the annual data certification process.
- Review and approve technical deliverables, SOPs, and data validation outcomes to protect the scientific and regulatory integrity of monitoring data.
- Coordinate with internal data clients, local air districts, U.S. EPA, and instrument vendors to resolve QA/QC issues, audit findings, and data corrections.
- Drive continuous improvement in data management practices.
- Manage section administration, including hiring, training, performance evaluations, procurement and contracts, and compliance with state administrative requirements.
- Valid California driver’s license and occasional use of personal transportation for work-related travel.
