Role Summary:
This role supports TVA project managers and engineers by providing cost, schedule, and performance oversight for capital and operational projects. The Project Controls Analyst helps ensure projects are planned, tracked, and reported in alignment with TVA policies, financial systems, and long-range planning objectives.
Key Responsibilities:
- Develop and maintain standard project cost, schedule, and performance monitoring methods in accordance with TVA practices
- Track and report project performance against approved budgets, schedules, and long-range project plans
- Prepare cost, schedule, trend, and variance analyses and provide recommendations to improve project performance
- Support project managers and engineers with project estimating, budgeting, and reporting structures
- Assist with the development, approval, and revisions of project contracts and Contractor Work Authorizations (CWAs)
- Monitor project expenditures, usage trends, and encumbrances; reconcile data with TVA financial systems
- Prepare project approval, justification, and funding documentation, including cost/benefit analyses
- Ensure project milestones, resource needs (labor hours and dollars), and schedules are accurately loaded into TVA cost and scheduling tools
- Level and analyze resource usage across projects to support efficient allocation
- Facilitate schedule reviews, scoping workshops, and project performance review meetings
- Conduct special studies such as project forecasting and operations and maintenance (O&M) project analysis
- Support fixed asset accounting classification and capital project documentation in accordance with TVA requirements
- Assist with project closeout activities, including performance summaries and root cause analysis of cost and schedule variances
Qualifications:
- Bachelors Degree from an accredited college/university
- Experience supporting capital or infrastructure projects, ideally within utilities, energy, or government environments
- Familiarity with project controls, cost management, scheduling tools, and financial systems
- Strong analytical, documentation, and cross-functional communication skills
