General Definition of Work
Provides instructional support across all schools, with a primary focus on students eligible for
Exceptional Children (EC) services. Responsibilities include classroom and curriculum coaching, professional development for staff, providing beginning teacher support, and targeted student interventions. The instructional specialist will establish rapport and maintain constructive interaction with teachers, EC PLCs, and administrators.

10-month position, Based on North Carolina Teaching Salary Schedule, 5%

Reports to
Assistant Director of Exceptional Children’s Programs
Essential Functions
- Support district implementation of school improvement goals targeting EC students at identified ATSI and CSI schools.
- Conduct classroom visits to observe teachers and provide feedback, coaching, and/or demonstrations of lessons.
- Remain current on research based instructional best practices (curriculum, strategies, assessments, data, etc.).
- Assist with fidelity of program implementation.
- Develop and provide Professional Development on instructional best practices for students with disabilities.
- Utilize technology for training and teacher support.
- Provide ongoing monitoring and training to beginning teachers.
- Supports implementation of state standards through well designed curricula and specially designed instruction for students with disabilities.
- Works collaboratively with other instructional specialists and coordinators including MTSS, Multilingual Learners, and other special populations.
- Assist with inventory and ordering of instructional materials for EC students.
- Partnering with schools and EC department on master scheduling of special populations.
- Review and support ATSI and CSI schools with individual student, subgroup, and school wide proficiency data in regards to benchmark, diagnostic, and EOG assessments.
- Perform other duties as deemed appropriate and assigned.
Knowledge, Skills and Abilities
- Extensive knowledge of research based strategies, methodologies, philosophies, and curriculums for students who access both the Standard Course of Study curriculum and Extended Content Standard curriculum.
- Coaching and consultation with school personnel to support specially designed instruction, specific interventions, data collection, modeling, and progress monitoring.
- Collaboration and problem-solving skills to address students with unique needs with school administrators, general education teachers, EC staff, and related services personnel.
- Design and deliver high-quality professional development sessions tailored to specialized groups as well as all school staff, ensuring relevance and effectiveness.
- Effectively manage schedules and prioritize tasks across multiple school sites to ensure timely and consistent support for staff and students.
- Demonstrated teacher leadership.
- Strong interpersonal skills and evidence of successful communication with adults.
Education Experience
- Bachelor’s degree with coursework in special education, or related field. Master’s degree preferred.
- North Carolina Teacher Certification, or State Licensure in related field.
- At least 3-5 year’s experience as an EC Teacher.
Physical Requirements
- This work requires the occasional exertion of up to 10 pounds of force.
- Work regularly requires standing and speaking or hearing, frequently requires walking, pushing or pulling, lifting and repetitive motions and occasionally requires sitting, stooping, kneeling, crouching or crawling and reaching with hands and arms; work has standard vision requirements.
- Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
- Hearing is required to perceive information at normal spoken word levels.
- Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
- Work occasionally requires exposure to outdoor weather conditions and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment.
