A leading heavy civil construction and infrastructure development organization is seeking an experienced Safety Manager to support large-scale construction projects across Texas and other U.S. locations. Projects include highways, bridges, DOT infrastructure, underground utilities, site development, industrial facilities, power plants, dams, reservoirs, and vertical construction work.

Job Summary

The Safety Manager will oversee all jobsite safety operations and ensure compliance with federal, state, and local safety regulations on heavy civil and vertical construction projects. This role is responsible for implementing safety programs, conducting inspections, facilitating training, investigating incidents, and promoting a proactive safety culture across all project activities.

The initial assignment will focus primarily on vertical construction activities in the Laredo area. Future assignments may involve heavy civil and horizontal construction projects including excavation, grading, underground utilities, trenching, paving, and concrete operations.

Key Responsibilities

  • Develop, implement, and maintain site-specific safety policies, procedures, and programs
  • Ensure compliance with OSHA, EPA, and applicable safety regulations and standards
  • Conduct routine safety inspections, audits, and jobsite assessments to identify hazards and risks
  • Collaborate with project managers, superintendents, and field personnel to integrate safety into daily operations
  • Lead employee safety orientations, toolbox talks, and ongoing safety training programs
  • Monitor proper use of personal protective equipment (PPE) and enforce safety compliance consistently
  • Investigate accidents, incidents, and near-miss events; prepare detailed reports and corrective action plans
  • Perform Job Hazard Analyses (JHA/JSA) for construction activities and high-risk operations
  • Maintain documentation related to inspections, incidents, training records, and compliance activities
  • Recommend and implement corrective actions to improve overall project safety performance
  • Coordinate with clients, subcontractors, and regulatory agencies regarding safety compliance matters
  • Support emergency response planning and incident prevention strategies
  • Promote a strong safety culture across all project teams and subcontractors

Required Qualifications

  • Minimum 5 years of experience in construction safety management on large-scale construction projects
  • Strong experience supporting vertical construction projects
  • Experience with heavy civil/horizontal construction including:
  • Mass excavation
  • Grading
  • Trenching
  • Underground utilities
  • Heavy concrete operations
  • Site development
  • Strong knowledge of OSHA regulations, construction safety standards, and industry best practices
  • Experience conducting safety audits, inspections, and incident investigations
  • Familiarity with safety management systems and reporting software
  • Excellent communication, leadership, and interpersonal skills
  • Strong analytical and problem-solving abilities
  • Ability to enforce safety procedures effectively in fast-paced construction environments

Preferred Qualifications

  • CSP (Certified Safety Professional) or CHST certification preferred
  • Construction Quality Control experience is a plus
  • Ability to obtain and maintain security clearance for secured facilities and military projects
  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field preferred

Compensation & Benefits

Estimated Market Salary Range (Laredo, TX Heavy Civil Market)

  • $95,000 – $130,000 base salary annually
  • Potential additional benefits may include:

Salary may vary depending on certifications, project experience, security clearance eligibility, and heavy civil/vertical construction background.
