Statement of the Job:

Incumbent is under the general direction and supervision of the Construction Manager and the Construction Deputy. Major duties include creating, implementing, and managing BCEO contracts on County and Township construction, subdivisions, and storm water projects.  Implements and oversees the preparation and administration of construction and material contracts. Oversees and implements the preparation of Contracts/Proposals, ensuring accuracy, consistency, and compliance with ODOT–CMS, LPA, OPWC, ORC, and other regulatory agencies. Act as BCEO Liaison to consult with the Butler County Prosecutors' Office to ensure that all Contracts / Proposals are in compliance accordingly.  


Prepares agreements for work performed by consultants on construction projects. Prepares and coordinates payments of invoices to contractors, consultants, and vendors. Coordinates collection of moneys owed to the BCEO from contract work performed for other agencies under county contracts. Prepares funding and payment documents for LPA, OPWC, and other funding sources.  Coordinates and provides training for inspectors within the department to support continuing education in implementing our Construction Management System and related duties.  


Implement, process, and issue ROW Construction and Heavy Haul permits. Provide, enter, and coordinate costing and payroll information into the Pubworks System for the Construction Department. Establish records, filing systems, and history, and manage project information by implementing Laserfiche and other methods for retaining and preserving it. Assist in preparing Budgets. Other assignments and responsibilities assigned by the Deputy of Construction.

Qualifications:

A valid Ohio driver's license with fewer than six (6) points is required. Must have a high school diploma and a technical degree, other training, or experience in a construction-related / contract management field. Must have good computer skills and be familiar with Construction Management / Accounting programs. Must be familiar with basic Contract Law and with the Ohio Department of Transportation Manual of Construction and Materials Specifications (ODOT Spec Book), BCEO Subdivision Standards, Access Management Manual, or other applicable standards.

  • Manage - Construction Management Program (RT Vision)
  • Manage - Construction Data, History, Files, Laser Fiche, Pubworks
  • Process ROW, Utility, and Heavy Haul permits

Physical Requirements:

Must be able to work daily, drive, sit, walk, stand, and perform functions requiring little or no unusual physical exertion, such as filing, loading paper in printers/copy machines, and operating other office equipment.

Job Location:

Work will normally be performed in an office space at BCEO with limited exposure to common office hazards. Some work will involve travelling in a vehicle from BCEO to Project field office locations, Project sites or various other governmental agencies exposing you to ordinary or common traffic hazards.
