PURPOSE
To supervise the processing and maintaining of the district’s payroll records and related files. Oversees the time keeping system for the district.
ESSENTIAL RESPONSIBILITIES AND DUTIES
- Enter new hire information into the payroll system including retirement, direct deposit information, state and federal W-4 information, and send through pay assignment – as well as ensuring I-9 information, hire date, calendar, pay cycle, etc. were accurately entered
- Prepare and process biweekly payroll
- Prepare and process monthly payroll
- Import Kronos information into payroll to process biweekly pay
- Process changes to monthly and biweekly payroll including position, location, salary, and FTE changes
- Sort and distribute deduction registers
- Update retirement system based on employee certification – including correcting employees’ payroll based on changes
- Process and submit MO state taxes
- Process and submit MO 941 monthly report
- Process and submit federal taxes
- Process and submit federal 941 quarterly report
- Process and submit quarterly unemployment report
- Train new payroll editors and approvers on payroll processes and procedures
- Process child support garnishments
- Process and submit monthly payments to MSTA, MNEA, custodial labor union, United Way, PSRS, and PEERS
- Process and submit retirement information to PSRS/PEERS after each payroll
- Research retirement questions from PSRS/PEERS – including past years
- Collect and submit to PSRS/PEERS hours worked by all employees not paying into retirement
- Report Annual Base Salaries to PSRS/PEERS
- Process and submit employee direct deposits to the bank after each payroll
- Enter and check all new salary schedules each fiscal year
- Enter and check all new calendars each fiscal year
- Enter and check all new pay periods each fiscal year
- Roll personal paid leave balances into sick leave balances at the end of each fiscal year
- Prepare and submit information for GASB audit each year
- Properly report and produce final pay for deceased employees
- When necessary, process payroll corrections that require special payrolls to be produced
- Audit payroll processes periodically throughout fiscal year
- Estimate payroll amounts for employees on FMLA/ADA/Maternity/Paternity leave
- Import monthly absences into payroll
- After importing monthly absences, check monthly absence workflows to ensure known FMLA/ADA/Maternity/Paternity leave is entered into payroll
- Adjust pay/leave deductions for employees who have negative pay due to approved leave
- Determine amounts needed for employees on FMLA to “buy back” missing retirement through PSRS/PEERS
- Attend meetings pertaining to payroll
- Answer phone/e-mail questions from employees regarding payroll information
- Answer phone/e-mail questions from payroll editors and approvers regarding payroll processes and procedures
- Process, submit, and print W-2s as necessary
- Manually process and submit summer school payroll
- Setup new contributions/deductions in payroll system
- Correct leave errors submitted by payroll editors
- Assist with yearly audit of payroll office
- Send biweekly payroll reminder to payroll approvers
- Assist other departments with system questions and setup
- Order payroll office supplies
- Train, assist, and supervise payroll staff
- Provides constructive and timely performance evaluations
- Perform other duties as necessary to support the mission and vision of Columbia Public School District.

Supervises: Payroll Staff
QUALIFICATIONS
Minimum: Bachelor’s Degree in Accounting or related field; 5 years of relative experience
Preferred: 5 years of supervisor experience.
Other: Must possess strong interpersonal skills, ability to communicate and manage office staff, organizational ability to handle multiple tasks simultaneously and have technology skills

Close vision ability to look at a computer screen for long periods of time is required. Travel between district facilities. Moderate amount of travel, both in and out of state.
