Job Title: Housing Liaison

Location: Farmington, Missouri

Department: Recovery Services

Employment Type: Full-time


Job Summary:

As a Housing Liaison, you will play a vital role in engaging individuals with disabilities and those in recovery, helping them meet their basic needs, including finding safe and affordable housing. You will actively assist clients in resolving housing crises, serve as an expert on housing resources, and collaborate with local Continuums of Care to support individuals experiencing unstable housing. In this position, you will work closely with clients to address their housing needs and provide support in various areas. Your efforts will contribute to building a network of supportive and stable housing options within the community.

Key Responsibilities:

  • Practice Housing First, harm reduction, and low-barrier service models when working with individuals or households.
  • Attend and participate in Coordinated Entry/Case Conferencing meetings within the local Continuum of Care.
  • Outreach to households experiencing a housing crisis or homelessness who are not currently engaged in CPR or CSTAR services.
  • Refer and/or transport individuals to services for needs including behavioral health, substance use, physical health, and employment.
  • Build and strengthen relationships with local landlords, providing education on community programs and referrals for their units.
  • Connect with referrals from Continuum of Care programs to assist individuals with housing stability.
  • Utilize SOAR training to assist individuals in applying for benefits.
  • Assist households in identifying when they are ready to move on to other permanent housing options.
  • Participate in state-wide Housing Liaison training and calls.
  • Complete timely data collection and entry as required by DMH.
  • Become knowledgeable about all resources available within the community.
  • Serve as a resource to case managers, clients, and agency administration regarding housing and local/state resources.
  • Assist eligible households in obtaining identification documents required for housing or employment.
  • Help with the moving on process and evaluate tenants' readiness to transition to permanent housing options.
  • Reengage active or former participants who have become disconnected from services or are at risk of returning to homelessness.
  • Help households identify and connect with natural resources to prevent or end homelessness.
  • Understand HUD Quality Standards inspections.


Education, Experience, and/or Credential Qualifications:

  • A Bachelor’s in Social Work, Psychology, Sociology, or relevant case management experience in housing; OR
  • Associate of Applied Science in Behavioral Health Support from an approved institution eligible to provide community support services; OR
  • Qualified to provide Community Support, which includes:
  • A mental health professional as defined in 9 CSR 10-7.140(2)(QQ)

  • An individual with a bachelor’s degree in a human services field, including Social Work, Psychology, Nursing, Education, Criminal Justice, Recreational Therapy, Human Development and Family Studies, Counseling, Child Development, Gerontology, Sociology, Human Services, Behavioral Science, and Rehabilitation Counseling.

  • An individual with any four-year degree and two years of qualifying experience.

  • Any four-year combination of higher education and qualifying experience.

  • An individual with four years of qualifying experience.


Additional Qualifications:

  • Successful completion of background check including criminal record, driving record, abuse/neglect, and fingerprint check.
  • Current driver’s license, acceptable driving record, and current auto insurance.
  • Completion of the SOAR programs.
  • Completion of the Housing Liaison training materials provided by the Department of Mental Health.
  • Completion of the HUD Quality Standards quiz.


Physical Requirements:

  • ADA Consideration - Sedentary work: Exerting up to 10 pounds of force occasionally (exists up to 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body. Repetitive movements of hands, fingers, and arms for typing and/or writing during work shift.
