Proposals/Contract Specialist
The Proposals/Contract Specialist takes first-touch ownership of every submission ? screening, documenting, and routing ? so internal program leads can focus on reviewing confirmed risk rather than processing intake. This is a screening and coordination role, not a legal or compliance advisory position; all legal questions are escalated to internal counsel rather than answered by this role.
Serve as the first point of contact for incoming screening submissions, checking for duplicates and logging each one.
Review each submission and its automated result against a defined list of federal compliance triggers to confirm or adjust the classification.
Draft a clear, standardized written summary for each submission, noting what was found and the recommended next step.
Route confirmed submissions to the correct internal market lead within a defined turnaround window.
Maintain accurate, up-to-date tracking notes (time spent, status, outcome) to support ongoing workload reporting.
Escalate any legal or contractual interpretation question immediately to internal legal counsel rather than answering it directly.
Background in federal contract administration ? for example, a former federal contract specialist (1102 series), a contracts manager who has worked federal solicitations, or a paralegal background.
Working familiarity with federal contract clauses and flowdown concepts (e.g., FAR/DFARS, CUI, Davis-Bacon) sufficient to recognize a checklist trigger ? not required to provide legal interpretation.
Strong written communication skills; comfortable producing concise, consistent summaries under time pressure.
