Summary:
Under the general direction of the County Treasurer, the Fiscal Specialist III performs highly complex fiscal and accounting functions requiring advanced knowledge of accounting principles, property tax collection, and financial management. This position exercises independent judgment and technical expertise in managing county funds, reconciling multiple accounts, preparing audit documentation, and ensuring compliance with county, state, and federal fiscal regulations. The Fiscal Specialist III serves as a departmental expert in advanced accounting systems, financial reporting, and property tax settlements, and may provide guidance or lead work direction to other fiscal support staff.
Essential Functions of the Position:
· Oversees the receipt, posting, and reconciliation of all county revenues, including property tax collections, intergovernmental payments, and departmental receipts.
· Prepares complex financial reports, analyses, and projections used in decision-making by the County Treasurer and County Administration.
· Conducts advanced reconciliations of multiple bank accounts, trust funds, and county investment portfolios; investigates and resolves discrepancies.
· Leads property tax settlement processes including apportionment, delinquent tax tracking, and coordination with municipalities and state agencies.
· Assists with development and monitoring of departmental budgets; provides fiscal forecasts and recommendations based on trend analysis and revenue data.
· Ensures compliance with accounting standards, audit requirements, and internal controls; prepares documentation for internal and external audits.
· Manages specialized financial systems and databases; develops and implements process improvements for efficiency and accuracy.
· Provides guidance, training, and lead direction to Fiscal Specialist I and II positions and other departmental staff on accounting procedures and system use.
· Researches and interprets fiscal policies, statutes, and regulations to ensure departmental compliance and consistency in application.
· Represents the County Treasurer’s Office in meetings with auditors, vendors, and other departments regarding financial matters.
· Performs other duties as assigned by the County Treasurer.
Qualification Requirements:
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and/or Experience:
This position requires an Associate’s Degree in accounting, finance, or a related field; Bachelor’s Degree preferred. Five (5) years of progressively responsible experience in accounting, bookkeeping, or financial administration, including at least two (2) years in a government or property tax environment. A valid driver's license, reliable transportation, and proficient computer skills.
Other Knowledge, Skills, and Abilities:
· Advanced knowledge of accounting principles, fiscal management, and governmental fund accounting.
· Demonstrated proficiency in Microsoft Excel, financial management software, and data analysis tools.
· Ability to analyze complex financial data, reconcile discrepancies, and prepare accurate financial reports.
· Excellent attention to detail, organization, and problem-solving skills.
· Ability to communicate effectively and professionally with internal and external stakeholders.
· Ability to maintain confidentiality and handle sensitive fiscal information appropriately.
Physical Demands:
