The Treatment Court Recovery Peer Specialist provides intensive recovery-focused case management, peer support, care coordination, and systems navigation services for participants enrolled in the Burke-Caldwell District 36 Treatment Court Program. Utilizing lived experience, evidence-based recovery principles, and person-centered practices, the employee assists participants in overcoming barriers to recovery, treatment engagement, community reintegration, and long-term stability.
The position serves as a member of the multidisciplinary Treatment Court Team and works collaboratively with judges, the Treatment Court Coordinator, attorneys, probation officers, treatment providers, healthcare professionals, behavioral health agencies, law enforcement, community organizations, and Burke County Opioid Response Department staff to support participant success throughout all phases of the Treatment Court Program.
The Treatment Court Recovery Peer Specialist assists participants with treatment engagement, recovery planning, housing, employment, transportation, healthcare access, benefits navigation, life skills development, and linkage to community resources while providing recovery coaching and peer-based support through lived experience.
The position emphasizes participant engagement, recovery capital development, accountability, and long-term recovery through collaborative case management and individualized service planning.
Work is performed under the administrative supervision of the Systems Coordinator/Community Navigator and in close coordination with the District 36 Treatment Court Coordinator.
Essential Duties And Responsibilities
Recovery Case Management
- Provide individualized recovery-focused case management for Treatment Court participants.
- Complete participant needs assessments and assist in developing individualized recovery plans.
- Coordinate referrals to behavioral health treatment, substance use treatment, primary healthcare, recovery housing, employment services, educational resources, transportation, benefits, and community support programs.
- Monitor participant progress toward recovery goals and assist in identifying and addressing barriers to success.
- Maintain regular contact with participants through office visits, home visits, community outreach, telephone contacts, and other approved communication methods.
- Assist participants with appointment scheduling, treatment engagement, transportation coordination, and service navigation.
- Support participants during transitions including treatment admission, hospitalization, incarceration, housing changes, and program advancement.
- Utilize lived experience appropriately to establish rapport, inspire hope, and promote recovery.
- Provide recovery coaching and peer mentoring throughout all phases of Treatment Court participation.
- Encourage participant engagement in treatment, recovery supports, mutual aid meetings, and healthy community activities.
- Assist participants in developing recovery capital, self-advocacy skills, resilience, and independent living skills.
- Promote harm reduction principles and overdose prevention education as appropriate.
- Provide encouragement, accountability, and strengths-based support while maintaining professional peer support boundaries.
- Support family engagement and connect family members with community resources when appropriate.
- Assist participants in building long-term recovery capital by strengthening connections to employment, education, stable housing, family supports, healthcare, recovery communities, and other protective factors that reduce recidivism and improve quality of life.
- Participate in multidisciplinary staffing meetings and Treatment Court sessions.
- Coordinate participant services with the Treatment Court Coordinator and multidisciplinary team.
- Maintain communication with treatment providers regarding participant engagement and service needs, consistent with applicable confidentiality requirements.
- Assist with participant orientation and ongoing understanding of Treatment Court expectations.
- Document participant progress, barriers, referrals, and recovery activities.
- Assist with participant incentives, recognition activities, graduation planning, and other program functions.
- Support participant compliance through engagement, education, encouragement, and recovery planning rather than enforcement.
- Develop collaborative relationships with treatment providers, healthcare organizations, recovery community organizations, employers, housing providers, educational institutions, and social service agencies.
- Maintain current knowledge of community resources and available recovery supports.
- Facilitate referrals and coordinated service delivery among partner agencies.
- Participate in community outreach events, recovery celebrations, naloxone trainings, educational programs, and public awareness activities.
- Promote understanding of recovery-oriented systems of care and Treatment Court throughout the community.
- Maintain accurate, timely, and complete documentation in accordance with County policy, Treatment Court requirements, grant requirements, HIPAA, and 42 CFR Part 2.
- Complete case notes, participant contacts, referrals, assessments, reports, and other required documentation.
- Assist with program data collection, performance measurement, grant reporting, and quality improvement activities.
- Attend required staff meetings, supervision, case reviews, professional development, and continuing education.
- Maintain required certifications.
- Perform other related duties as assigned.
REQUIRED EDUCATION AND EXPERIENCE
- High school diploma or GED.
- Current North Carolina Certified Peer Support Specialist (CPSS) certification.
- Demonstrated lived experience with substance use recovery, behavioral health recovery, or other qualifying lived experience consistent with North Carolina Peer Support standards.
- Minimum of one (1) year of experience providing peer support, recovery coaching, case management, behavioral health services, or community-based human services.
- Valid North Carolina driver's license.
- Associate's or Bachelor's degree in Human Services, Social Work, Criminal Justice, Public Health, Psychology, Sociology, or a closely related field.
- Experience working with justice-involved populations.
- Experience working in Treatment Court, Recovery Court, behavioral health, substance use treatment, or community corrections.
- Experience providing intensive case management or care coordination.
- Community Health Worker certification.
- Motivational Interviewing training.
- Trauma-informed care training.
- Maintain current North Carolina Certified Peer Support Specialist certification throughout employment.
- Successfully complete all required Treatment Court training.
- Maintain a valid North Carolina driver's license.
- Ability to travel throughout Burke and Caldwell Counties.
- Ability to work occasional evenings, weekends, and special events.
- Ability to meet County employment requirements, including criminal background investigation and drug screening.
- Ability to maintain confidentiality in accordance with HIPAA, 42 CFR Part 2, and applicable state and federal regulations.
