Hiring Range: $22.38 - $26.85 per hour

General Statements Of Duties
The Quality Assurance/Trainer is responsible for providing quality assurance, technical support, and ongoing training for the Family and Children’s Medicaid Unit. This position ensures compliance with state and federal policy, supports staff development, and maintains high standards of accuracy and timely case processing. The position reports to the Administration.
Duties And Responsibilities
- Conduct detailed audits and second-party reviews of applications, recertifications, and case changes completed within the Family and Children’s Medicaid Unit.
- Collaborate with supervisors to communicate trends, identify areas for improvement, and recommend training or corrective action.
- Assist in preparing for state audits and compiling required documentation for auditors/monitors.
- Develop, update, and deliver training materials for new hires and current staff.
- Provide new hire and refresher training for staff.
- Complete second-party reviews at 100% for new hire/probationary staff.
- Maintain up-to-date knowledge of state and agency policy changes across all Economic Services programs.
- Offer guidance to staff on program policies, regulations, and NCFAST procedures and assist with casework as needed.
- Thorough knowledge of the income maintenance program assigned.
- Knowledge of agency and community services that impact clients/applicants.
- General knowledge of all income maintenance programs.
- Strong mathematical reasoning and analytical skills.
- Ability to interpret complex regulations, policies, and procedures.
- Ability to prioritize work independently and within structured timeframes.
- Ability to instruct staff on rules, regulations, policies, and procedures.
- Ability to understand client/applicant needs and challenges.
- High School Diploma or GED
- Two years of experience as an Income Maintenance Caseworker with Family and Children’s Medicaid applications and recertifications; or an equivalent combination of training and experience.
- Valid North Carolina Driver's License
- Standard vision requirements, with or without corrective lenses
- Occasionally lifts to twenty-five (25) pounds
- Occasionally spend time standing and walking
- Frequently spends time sitting, speaking or hearing, and using hands or fingers to handle, feel, type, or text
- Subjected to considerable mental effort and potential stressful situations during day-to-day operations
- Proficient in spoken and written English
- Ability to express and exchange ideas through verbal communications
- Ability to recognize information at normal spoken word levels
- Must be able to prepare and analyze written or computer data
- Ability to operate and use systems, technologies, motor vehicles, and machines required to perform duties of this position
- Excellent analytical, decision-making, and problem-solving skills
- Ability to select, evaluate, and interpret data from several sources, such as guidelines, policies, and procedures
- Excellent organizational and time management skills
- Strong supervisory and leadership skills
- Ability to prioritize tasks and to delegate them when appropriate
- Ability to oversee and establish policies and goals for the Health Department
- Excellent verbal and written communication and interpersonal skills
