The Bureau of Labor Statistics measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

The position is located in the Bureau of Labor Statistics, Office of Administration, Division of Financial Management.

Qualifications:

You must meet the Basic Requirements and the Specialized Experience to qualify for Financial Manager, as described below.

Basic Requirement
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-comformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience
Specialized experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the federal service. Specialized experience for this position includes experience in ALL of the following:

  • Leading the administration in all matters related to financial management, accounting operations, and financial reporting in accordance with applicable federal and financial standards for a federal agency with an annual budget of $50 million or more;
  • Providing advice and assistance to top level executive staff and key program officials on relevant matters, including the impact of changes in financial and accounting policies and standards; and
  • Providing written guidance on best practices in federal financial management and financial systems and procedures.
As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

- your performance and conduct;
- the needs and interests of the agency;
- whether your continued employment would advance organizational goals of the agency or the Government; and
- whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your probationary period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Responsibilities:

Duties may include, but are not limited to, the following:
  • Providing advice to BLS management on accounting and financial management issues, including interpretation of Appropriation Law
  • Directing and coordinating the management of the agency's accounting program by processing financial transactions to obligate, accrue, and expend BLS funds in accordance with Congressional, OMB, Treasury, GAO, and DOL laws, rules, and regulations
  • Directing the preparation and reconciliation of BLS monthly and quarterly financial statements and reports
  • Managing the cash management and debt collection programs of BLS
  • Developing and executing interagency agreements in support of BLS programs
