This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The duties listed represent the full performance level (GS-13). At the GS-12 level, duties will be performed in a developmental capacity with increased independence and complexity.

Qualifications:
To qualify at the GS-12 grade level, you must possess (52) weeks of specialized experience equivalent to a GS-11 in the Federal Service as described below.
- Serving as a liaison with federal law enforcement training organizations and external training partners, such as FLETC, to support evaluation of training requirements.
- Conducting analysis to support planning and coordination of large-scale training events, including reviewing cost and resource data and making recommendations to improve program effectiveness.
- Assisting in evaluating program requirements and identifying resource needs for leadership in law enforcement, training, and mission support programs.
- Maintaining Facility Security Officer (FSO) certification and coordinating secure facility access.
To qualify at the GS-13 grade level, you must possess (52) weeks of specialized experience equivalent to a GS-12 in the Federal Service as described below.
- Serving as the principal liaison with federal law enforcement training organizations and external training partners, such as FLETC, to support evaluation of training requirements.
- Conducting independent analysis to support planning and coordination of large-scale training events, including evaluating requirements, reviewing cost and resource data, and making recommendations to improve program effectiveness.
- Providing guidance to programs on requirements and supporting leadership in resource allocation decisions.
- Performed collateral duty as a Facility Security Officer; controlling and coordinating sensitive facility access.

Responsibilities:
As a Management and Program Analyst, you will perform the following duties:- Serves as an analyst and/or advisor to management on the evaluation of the effectiveness of a substantive program and its operations or a key segment of a broader major mission critical program, including support for training coordination activities.
- Develops, drives management initiatives to improve organizational efficiency and program effectiveness across assigned program areas, including training coordination processes.
- Evaluates and redesigns administrative and operational processes, including meetings, training coordination, reporting, and program coordination, and recommends improvements to enhance efficiency and effectiveness.
- Analyzes and interprets complex administrative documentation and program data related to personnel, budget, and operations, providing strategic recommendations to senior leadership.
- Serves as a principal liaison with internal and external stakeholders to assess program and training requirements, coordinate information flow, and support program integration and decision-making.
